Description
Under the general direction of LAC/CAR's Office Director, and in coordination with USAID/Haiti's Senior Management Team, the incumbent will support the design and implementation of the Agency's Haiti Program and international cooperation efforts, and with the LAC/CAR's Senior Officer-in-Charge (OIC) of Haiti, will play a critical role in the Interagency Process. Given the complexity of the Inter-agency effort, and the urgency for effective resource expenditure, incumbent will assist in the budget planning, resource coordination and the monitoring and oversight of program funds, including the resolution of audit issues and important constraints affecting program performance and impact. Other duties and responsibilities include: program planning to ensure implementation of these efforts in a timely and prudent manner; program analysis and approval so that the USG programs in support of this effort move to obligation; and senior lead/program coordination between the field, LAC/Washington and other components of the Inter-agency group. The work includes technical analysis, particularly economic policy review, country strategy formulation, project proposal analysis, and program implementation review. Programs are highly and politically sensitive, and require public and Congressional correspondence and communication that demands discretion and care in distinguishing plans from programs and in assessing the degree of political or security sensitivity of issues. The necessary analytical role requires full awareness of political complexities in Haiti and changing host country economic circumstances in which the efficient use of resources remains under continual review. Tasks often require departing from past approaches and dealing with unstructured circumstances. Task objectives may depend on an assessment of competing demands. Sound judgment is needed concerning appropriate advice for Bureau management. The myriad pressures for access to the program and to decision-makers involved with the program create an unusual combination of technical, administrative, and policy issues at all times.
