MARKET RESEARCH FOR POTENTIAL CONFERENCE OPPORTUNITY - NATIONAL CEMETERY ADMINISTRATION ANNUAL CONFERENCE 2008 NEW ORLEANS, LOUISIANA; INDIANAPOLIS, IN; ATLANTA, GA OR PITTSBURGH, PA AREAS. In an effort to enhance opportunities for SDVOSB and VOSB under Public Law 109-461 and increase the U.S. Department of Veterans Affairs (VA) accomplishments in this important socioeconomic category, VA's National Cemetery Administration is performing preliminary market research to gauge the level of interest and capabilities of SDVOSB and VOSB with regards to an upcoming acquisition for Conference Services in the New Orleans, LA; Indianapolis, IN; Atlanta, GA or Pittsburgh, PA areas. The VA is mandated to give first preference to SDVOSB, VOSB, 8a and Hub Zone Businesses in that order of priority. The findings of the preliminary market research will be used in considering a 100% set aside for SDVOSB or VOSBs, pursuant to the set-aside authority contained in Public Law 109-461, as implemented in Federal Acquisition Regulation (FAR) Subpart 19.14. NAICS code for this acquisition is 721110. The Size Standard is $6.5 Million. The magnitude of this project is between $25,000.00 and $100,000.00. Project is subject to the availability of funds. BRIEF DESCRIPTION OF PROJECT: The contractor shall provide hotel accommodations for approximately 250 people; conference dates are tentatively June 23 - 27, 2008 or July 21 - 25, 2008; conference rooms to accommodate the total body of 250 people, as well as, seven breakout sessions consisting of approximately 40 people each; break refreshments for am and pm; miscellaneous audio/visual equipment (i.e. microphone, flipcharts, projectors, screens, extension cords, internet access, etc.). The contracted hotel must be listed as an approved place of public lodging on the national master list of approved accommodations on the Federal Register by FEMA. Contractor must be able to provide proof of this by providing their FEMA number found at http://www.usfa.fema.gov/hotel/index.htm. REQUIRED RESPONSES: Your review of this information and response to the following questions will be very helpful in determining if this acquisition may be set-aside exclusively for competition among SDVOSBs or VOSBs. If an insufficient amount of responses are received for this RFI, the procurement will not be set-aside and the competition will be on a full and open competition basis among all competitors large or small. Please review the specifications and technical requirements carefully before responding to this e-mail. Please indicate on your responses, the socio-economic status you are claiming: Large, Small, SDVOSB, VOSB, Hubzone, 8a, etc. (1) Has your firm, as a prime contractor, whether individually or through a formal joint venture or teaming agreement, or under subcontract to a prime contractor, provided hotel services of similar size and scope (Government or commercial) within the last five years as described in the brief description of project above? If yes, please provide the following information on your three most recent projects: (a) Contracting Agency Address & contracting officer's name and telephone number. (b) Contract Number, date and amount of award, date of completion (c) Description of Items/Services provided under the contract. (d) Your FEMA Number (f) State whether or not there were any performance issues under the contract which resulted in the issuance of a Cure Notice or Show Cause Notice by the contracting officer. (g) A Point of Contact at your hotel (i.e. conference planner) (2) In order to determine if an acquisition can be set-aside for SDVOSBs, the contracting officer must determine that there are a sufficient number of SDVOSBs capable of performing the contract requirement and that award can be made at a reasonable, fair market price. (3) Has your firm ever been terminated for cause or default from a contractual arrangement, whether Federal or private sector, as a result of failure to perform, poor quality and workmanship provided, etc.? If so, please provide the specifics. Although responses are not required, the information will be helpful in assisting this office, as SDVOSB advocates, in trying to influence the acquisition strategy for the construction project in Florida by ensuring maximum practicable opportunities for SDVOSBs.
