Description
This is a modification of a previous notice posted to the Federal Business Opportunities website on July 11, 2007. The revised text of the notice is pasted below. The U.S. Army Contracting Agency, Directorate of Contracting intends to award a firm fixed price requirements type contract for the following requirement: Welding and Brazing at the U.S. Military Academy, West Point, New York. The contractor will provide all labor, materials, equipment and supervision necessary to provide welding and brazing for structural components and members, pressurized piping and such other steel and copper alloy materials as may be required. The contracto r shall perform its duties in accordance with all applicable ASNT, ANSI, ASTM, AWS, API, MSS, OSHA, and ASME codes, standards, and specifications. Most of the work under the contract shall be performed during the months of May, June, July, August and September. The contract performance period shall be for a base year to begin on Date of Award through 30 September 2008. Provisions shall be included for 4 option year periods. Each welder assigned to work by the contractor shall be qualified by the Government approved welding procedure in accordance with ASME B31.1, ASME B31.4, ASME B31.5, ASME B31.8, ASME B31.9. or AWS D1. 1, as applicable. The contractor shall require each of its welders to perform qualification testing under the supervision of a qualified and Government-approved independent testing laboratory. Qualifications tests shall be performed at the worksite. The North American Industry Classification System (NAICS) code applicable to this procurement is 238190, and the size standard is $13 million. The estimated value of this contract is between $1,000,000 and $5,000,000. This procurement is set aside for SBA- certified HUBZone businesses. The Solicitation will be posted to the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil on or about October 19, 2007 and will close on or about November 19, 2007. Contractors will be required to be registered in the Central Contractor Registration (CCR) and Online Representations & Certifications Application (ORCA) databases. Failure to register in CCR and/or ORCA shall make an offeror ineligible for award. Offero rs may obtain information on registering in CCR by phoning 1-800-227-2423 or accessing the website at http://www.ccr.gov and in ORCA at https://orca.bpn.gov. Demonstrated experience in work of a similar nature and magnitude will be required of offerors under the Solicitation.
