Description
The U.S. Army Research, Development and Engineering Center (ARDEC), Picatinny Arsenal, Picatinny, NJ has a requirement for contractor support in the form of a Safety Officer who will generate Standard Operating Procedures (SOP), Hazard Analyses and other Safety and Environmental documentation as required in support of the Energetics and Warheads Division (EWD). The contractor shall assist in the development and implementation of a Division-level Environmental Health and Safety (EHS) program and evaluate the performance of energetics (explosives and propellants) at two (2) specific sites, Bldg. 3028 and Bldg. 3029 on Picatinny Arsenal. The EWD performs several Army mission functions involving the research, development, testing and evaluation (RDT&E) of explosives and munitions. These functions include novel energetic material analysis, synthesis and formulation development, propellant stockpile surveillance, malfunction investigations, warhead design, development and evaluation as well as other munitions related activities. The two sites are currently covered under one Standard Operating Procedure (SOP) and each site must be covered by its own SOP and Hazard Analysis. Interested parties shall be knowledgeable in both Army and OSHA environmental and safety regulations along with Federal and state environmental laws. The contractor shall prepare operation specific SOP???s IAW AMCR 700-107 and ARDECR 350-2. Initiate the development of a Safety Risk Management Program for the 2 specific sites IAW AR385-10 using system safety and analysis approach as detailed in MIL-STD-882D. This effort requires the creation of twenty five (25) SOP???s for various divisions working within Bldgs. 3028 and 3029. The Government intends to award a sole source to AREMCO, LLC 42 Hoagland Road, Blairstown, NJ 07825 under the authority of 10 U.S.C. 2301 (c)(1), as implemented by FAR 6.302-1, only one (1) responsible source and no other supplies or service will satisfy agency requirements. All interested sources, may submit capability statements and/or previously or currently held Government contracts for similar types of efforts via email only no later than 18 October 2007. Award is anticipated December 2007. See Numbered Note 22.
