- Description
- The U.S. Army Joint Munitions and Lethality Life Cycle Management Command (JM&L LCMC), Picatinny , N.J. has a requirement for 990 vehicle sets of the XM32 Abrams Reactive Armor Tile Sets Block 2 (ARAT) and intends to award a firm fixed price, Indefinite Delivery, Indefinite Quantity contract for production of XM32 ARAT, Block 2 tiles in support of the ABRAMS Tank Urban Survivability Kit (TUSK) Program on a Limited Competition Basis. It is anticipated that a contract will be awarded in the mid December 2007 timeframe with FY08 funding. The Contract type shall be a Firm Fixed Price Supply IDIQ contract. Exact quantities per Ordering Years and the periods of performance will be stated in the solicitation. The contractor shall deliver the armor tiles for First Article/Initial Production Test and Explosive Ordnance Disposal (EOD). This requirement is in accordance with 10 U.S.C. 2304(c)(3) Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services as implemented by FAR 6.302-3, to create or maintain the required domestic capability for production of critical supplies by limiting competition to items manufactured in the United States, or its outlying areas. The prime contractor is required to have a least a Secret clearance to receive the TDP. DD Form 254 Security Classification Guide will be attached to the solicitation. Contractors shall take special note to Block 13, DD Form 254, wherein it states that the TDP is releasable to U.S. contractors only. The general facility and capacity required suitable for the ARAT production units, should be cleared for classified SECRET work, loading, handling, assembly, storage and test of explosive items. The armor design is classified SECRET-NOFOREIGN and the contractor must have personnel and facilities cleared at the appropriate level. Only written or email requests will be honored, no telephone requests will be considered. All requests must include company name, full address, point of contact and title, telephone number, and email address. Funds are not currently available. This effort will proceed up to award. No award shall be made until such time as funds become available. Interested parties should notify Mr. Michael A. Son, Contract Specialist, via email at Michael.son@us.army.mil.
