- The Industrial Preparedness Division of the Joint Munitions Command (JMC) is conducting a market survey of industry to identify sources that are capable of manufacturing FMU-143 fuze systems. The successful contractor shall be responsible for: sel ection of and quality management of all sub-contractors, receiving and inspection of purchased components, the development of required in-house production and testing capabilities, and the ultimate delivery of multiple variants of the FMU-143. Current sup pliers are not excluded from responding but must demonstrate that they have the extra capacity available to meet the requirements stated herein. ITEM DESCRIPTION: The FMU-143B/B, NSN 1325-01-323-9171, Drawing Number 8983300, is considered the base configuration. The B/B variant is not being purchased. The following variants of this base variant are being purchased: K/B (NSN 1325-01-509-4653); L/B (NSN 1325-01-509-4654); M/B (NSN 1325-01-509-4656); P/B (NSN 1325-01-540-7781); and the Q/B (NSN 1325-01-540-7783). The B/B technical data package will be modified and/or appended to delineate specifications for the variants being purchased, therefore , for the purposes of this market survey, the B/B technical data package will be made available to assist in responding to this survey. Requests for the technical data package must be made through the contracting POC designated below. TECHNICAL DESCRIPTION: The FMU-143 fuzing system consist of five major components: 1) FMU-143 Fuze; 2) FZU-32 Bomb Fuze Initiator; 3) Cable Assembly; 4) Aft Fuze Mounting Retainer; and 5) Swivel and Clip Assembly. These five components are designed to work together to provide one-time fuzing and initiation when installed on penetrating warheads. The FMU-143 bomb fuze is powered by the air-driven FZU-32 bomb fuze initiator through the cable assembly. The aft fuze-mounting retainer secures the bomb fuze within the aft fuze well. The swivel and clip assembly connects the fuze lanyard to the aft bomb rack solenoid. Lanyard pull at bomb release results in fuze activation. REQUIREMENTS: The following requirements are provided for the purposes of this survey. We anticipate making a 5-year contract (single or split) having a base year with four option years. Estimated requirements are: 8,500 in FY2008 with 4 option years ea ch with a maximum quantity of 9,000. (Please note export restrictions below.) EXPORT RESTRICTIONS: Respondents to this market survey should show they have technical capability, manufacturing capacity, and certification to receive export-controlled technical data (as applicable). (The TDP for the FMU-143 is approved for distributio n to U.S. contractors only. Export restrictions apply.) INSTRUCTIONS FOR RESPONDENTS: Interested companies who have the necessary capabilities should respond by taking two actions: 1) Express an intent to respond to this announcement by calling or emailing the Contracting POC and: identify your company, ident ify a POC (name, phone number, and email address), providing proof of certification to receive export-controlled technical data, and document of your general ability to produce bomb fuzes by identifying similar electro-mechanical fuzes you have produced. 2) Complete and return the FMU-143 Questionnaire which will subsequently be provided to you. CONTENTS OF FMU-143 QUESTIONNAIRE: The questionnaire will cover several areas to include: ability to produce bomb fuzing, ability to select and manage suppliers, ability to insure the completed product meets the configuration identified in the technical data package, a pricing matrix for the variants, and flexibility to produce two or more variants in any gi ven month of production. Do not mistake this sources sought as a request for proposal or as an obligation on the part of the Government. The Government does not intend to awa rd a contract on the basis of this market survey or otherwise pay for information solicited. Please identify any proprietary information submitted. All information submitted will be held in a confidential status. COMPLETE RESPONSES: Failure to submit the Questionnaire discussed above will prohibit us from making an appropriate assessment of your companys capabilities.
