Description
The US Army Corps of Engineers, Portland District intends to award a Firm-Fixed Price (FFP) service contract to a contractor able to provide all personnel, equipment, tools, materials and training (except as specified herein as Government furnish ed), vehicles, supervision, and other items necessary to provide armed and/or unarmed security service at The Bonneville Dam and facilities as specified. Contractor personnel shall provide security services as specified by Post Orders supplied by the Contract Officer Representative (COR) and in accordance with the specifications and referenced documents set forth in the Statement of Work (SOW). These services may include but are not limited to surveillance of additional areas, checking and verifying i dentification of persons entering Corps projects, inspections of vehicles and packages, building inspections, vehicle and foot patrols of areas and facilities, security gate operations, closure of areas to non-employees, monitoring of Corps-owned surveilla nce systems, and similar duties. The contractor shall perform to the standards in the contract and comply with all local, state, and federal regulations. The administrative/contracting point of contact (POC) is Tre Santos, at (503) 808-4594; the Technica l POC is Dave Austin, (503) 808-4440. This solicitation is restricted to Small Business; the North American Industry Classification System (NAICS) code for this acquisition is 561612, with a small business standard size of $17 million. Please identify yo ur business size in your response based upon this standard. It is the intent of the Government that all prospective quoters visit the job-site for the purpose of acquainting themselves with local conditions and to discuss any questions that may arise. Th erefore, as per FAR Clause 52.237-4001, Site visit (May1990): An organized visit has been scheduled for 11 October 2007, at 1400 hours. Participants will meet at the Bonneville Dam Project. In order to participate in the site visit you must send the requ ired documentation outlined below to Park Manager Jim Runkles via email at jim.e.runkles@usace.army.mil, at least 24 hours hours prior to the site visit. If you have any questions you can contact Jim at (541) 374-4556. Anyone not on the approved list prior to the start time of the site visit will not be all owed through the security gate. The following information is required for each individual who will be attending the site visit: (1)Name and Position (2) Company Name (3) Work Phone Number (4) Dat e and Place of Birth. In order for foreign nationals to participate in the site visit under Force Protection Condition (FPCON) normal, along with the aforementioned information, a legible copy of their passport and visa must be provided. This is necessary for security purposes to gain entry to the facility. Further, if the FPCON level is Alpha or higher, the aforementioned information is required three (3) working days prior to the site visit for processing via the Foreign Disclosure Office with the US Co rps of Engineers HQS . If the required information is not provided as specified or the individual does not pass the Government's security check, then the said individual will not be permitted to attend the scheduled site visit. The Solicitation Package wil l be available for download on or about 3 October 2007. This solicitation package will be issued in electronic format at https://acquisition.army.mil/asfi/solicitation_view.cfm?psolicitationnbr=W9127N07Q0133 on or about October 3rd 2007 with proposals due on October 18th 2007 at 1400 hrs.
