Description
This announcement is an update to the announcement appearing on March 13, 2007. The U.S. Geological Survey (USGS) maintains the Center for Earth Resources Observation and Science (EROS) in Sioux Falls, SD. EROS was established to monitor and model land surface changes worldwide and does so by collecting, archiving and distributing many types of remotely sensed film and digital earth science data and investigating ways to use the data in scientific and land resource planning and management. The USGS maintains the world's largest collection of space and aircraft acquired imagery of the Earth at EROS, including over four million images acquired by Landsat and other civilian satellites and over eight million aerial photographs. The USGS has determined that the requirement for technical support services, previously announced as a single procurement, will be divided into (1) a Landsat Data Continuity Contract (LDCC) and (2) a Technical Support Services Contract (TSSC). The LDCC will support the USGS portion of the Landsat Data Continuity Mission (LDCM), a partnership between the National Aeronautics and Space Administration (NASA) and the USGS. NASA has lead responsibility for mission definition, launch, and on-orbit checkout. NASA will provide the satellite, sensor and launch services (launch vehicle). NASA is also procuring the mission operations element of the ground system as a deliverable to USGS. The USGS, with principal support from the LDCC, will provide the balance of the development for the flight systems (acquisition planning), and the remainder of the ground system (data capture, archiving, calibration/validation, product generation and data access) development. The estimated period of performance is a base year (approximately 12 months, based on award date) and four option years. Competition is full and open. Note: The USGS will continue to pursue a flight operations support contract separate from the LDCC. The TSSC will provide principal support to the balance of EROS mission responsibilities, to include a broad range of activities in management of global earth observations data, including the development, operation and management of advanced systems for archiving, processing, distributing, and applying land related earth science, mapping, and other geographic data and information. The estimated period of performance is a base year (approximately 12 months, based on award date) and four option years. Competition is full and open. Additional notices will appear prior to solicitation releases and details on a site visit and proposal conference are to be determined.
