- The Naval Inventory Control Point, Mechanicsburg, PA intends to award a sole source firm fixed price (FFP) type contract to Citrix Systems, Inc., 851 W. Cypress Creek Rd., Fort Lauderdale, FL for Citrix Subscription Advantage Maintenance renewals for software licenses originally bought under a Citrix Flex Agreement Plan for the Naval Shipyards (NSY) and NAVSEA activities. This acquisition is being conducted on a sole source basis under simplified acquisition procedures under the authority of the test program for commercial items - FAR Subpart 13.5. The proposed acquisition is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received within 3 days after date of publication of thi s synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is an unrestricted acquisition and is not set-aside for small business. The North American Industry Classification Systems (NAICS) code for this requirement is 511210 with a size standard of $23M. FOB Destination shall apply. Responses to this notice of intent to award to Citrix Systems, Inc. should be submitted to Terri Baxter by sending an email to Terri.Baxter@navy.mil no later than noon on COB 5 Oct 2007. Sole Source (Brand Name Justification): This is a sole source brand-name justification for the negotiation and issuance of an open market order under the authority of FAR Part 13.5 to acquire Citrix Subscription Advantage Maintenance Renewal for software licenses that were originally bought under separate individual Navy contracts. The subscription maintenance renewals being procured are to cover existing licenses procured by the various Navy Shipyards and NAVSEA activities. The original licenses were bought on a sole source (brand-name) basis and only Citrix Systems, Inc. can fulfill the requirement for Subscription Advantage maintenance renewals of those licenses. Citrix Systems, Inc. is the sole manufacturer of their Subscription Advantage renewal offering.
