REQUEST FOR INFORMATION MILLENNIUM CHALLENGE CORPORATION SAO TOME & PRINCIPE THRESHOLD PROGRAM: MONITORING AND EVALUATION SERVICES This market research shall be conducted at no cost to the Government. This is a sources sought synopsis seeking qualified sources for market research and acquisition planning purposes only. This is not a solicitation for proposals, and accordingly, no contract will be awarded from this announcement. The U.S. Department of the Treasury (Departmental Offices) is requesting information in the form of a capability statement. The responses received will be reviewed to determine the capacity and technical, administrative, management, and financial capability to perform this type of work. Respondents should address each of the capabilities identified below and its capacity to perform the work described. INTRODUCTION The U.S. Department of the Treasury (Departmental Offices) is conducting market research to identify suppliers and obtain information that can support the Treasury?s need for monitoring and evaluation services for the Millennium Challenge Corporation (MCC) Sao Tome & Principe (STP) Threshold Program being implemented by the U.S. Department of the Treasury-Office of Technical Assistance (OTA). Monitoring and evaluation services would be conducted in STP and the United States. The U.S. Department of the Treasury, through its Office of Technical Assistance (OTA), provides comprehensive financial advice around the world. OTA?s expert advisors work directly with foreign governments to support their efforts to improve their financial systems. A number of these countries are involved in the transition from state-controlled to market-based economies, some are developing nations that are attempting to develop the capacity to better meet the needs of their populations, while others are emerging from periods of internal or external conflict. OTA also engages in financial reconstruction and stabilization efforts for countries emerging from conflict or those that are considered to be failed states. OTA?s program consists of five core areas: (1) Budget Policy and Management, (2) Banking and Financial Services, (3) Government Debt Issuance and Management, (4) Financial Enforcement, and (5) Tax Policy and Administration. Industry responses to this RFI should provide information sufficient to assess: the capability to provide the required service including knowledge and experience of qualitative and quantitative tools and methodology including, but not limited to: data collection & analysis, statistical and analytical tools, management information systems, and development of project monitoring systems. For example, the response should address, at a minimum: 1. On the ground monitoring and evaluation experience in developing countries; 2. Previous experience working with international donor agencies; 3. Language proficiency in Portuguese; 4. Ability to conduct baseline surveys; audit the quality of data collected by local counterparts; audit the quality of data collected by local counterparts; development or assessment of evaluation and monitoring plans for international donor agency programs; and assessment of evidence of the economic impact of proposed programs. BACKGROUND/DESCRIPTION The overall goal of this two-year MCC STP program is to improve STP?s performance on the Fiscal Policy indicator. There are four components: 1. Increase tax revenue through higher voluntary compliance with tax laws; 2. Increase tax revenue through strengthened tax enforcement; 3. Increase customs revenue; and 4. INSTRUCTIONS Businesses with the capability of providing these services are invited to submit, on a voluntary basis, in writing, sufficient information that demonstrates the ability to fulfill this description and any relevant recommendations. All responses to this Request for Information (RFI) shall include, at a minimum, company name and address, business size and type, and business and technical points of contact to include e-mail addresses and telephone numbers. All responses should identify existing contracts, such as GSA Federal Supply Schedules or other applicable contract vehicles which could be available for the U.S. Department of the Treasury?s use. For each contract identified, provide the contract end date. The information shall be utilized to assist the Contracting and Program office in generating its formalized requirements.
