Description
Scope of Work- "Post Processing and Interpretation of Side Scan Sonar Images from Massachusetts" October 3, 2007. In 2006, US EPA Region 1 scientists collected side scan sonar images from the Massachusetts Bay Disposal Site and the Industrial Waste Site off coastal Massachusetts in about 300 feet of water using the Klein 3000 dual frequency digital side scan sonar. Transects were performed in three overlapping areas to identify and locate historically disposed waste containers and other targets identified in previous studies. The US Army Corps of Engineers New England District and EPA Region I are currently evaluating whether unconsolidated dredged material generated by the Boston Harbor navigation improvement project can be used to cap several of the historically disposed waste container fields at the site. The information produced by this contract will be used to determine the locations and spatial extent of historic waste containers proposed for capping and will be included in the environmental assessments of the dredging project. We seek a contractor who can: interpret the images and classify targets with a certain level of confidence into man-made and natural feature categories; provide locations of all targets, and an estimate of the error for the locations; and create three separate georeferenced mosaics of the seabottom compatible with ArcMap 9. The EPA intends to set the effort aside for small businesses.
