- Description
- Centers for Disease Control and Prevention (CDC) intends to enter into a contract to support advanced development of new or improved influenza virus diagnostic laboratory test systems that meet U.S. regulatory requirements for use in U.S. clinical laboratories. Products for influenza virus testing should have high sensitivity and specificity, along with reliability, capability for testing larger numbers of specimens with reduced tech time, reasonable cost, and flexibility to run single or multiple assays (to include assays for specific influenza A subtypes) on the same specimen and quickly adapt to testing for new pandemic virus candidates, or subtypes. These tests should have capability to detect all influenza A viruses and differentiate novel from seasonal influenza viruses and other human respiratory viruses. Proposals for multi-marker or individual assays, methods and platforms that may meet inter-pandemic and pandemic testing scenarios will be considered. Besides meeting or exceeding the diagnostic sensitivity and specificity performance of currently used laboratory-based diagnostic tests (primarily viral culture and IFA/DFA), the laboratory influenza diagnostic test system is expected to enable an increased number of specimens that can be tested in medium and large hospital, academic hospital, and commercial laboratories with reduced hands-on time. In addition, instrument purchase price, footprint and per assay costs are important considerations for practical use and implementation. The final objective of this contract is to have a new or improved FDA approved laboratory diagnostic test system for use in U.S. clinical laboratories within 2-3 years that meets the criteria noted above. The contractor will provide all labor, materials, and equipment required to achieve the above mentioned objectives. Incremental funding for a cost-reimbursement type contract will be provided to support this effort. A pre-proposal meeting/conference will be held prior to the due date for the receipt of proposals. The date, time, and location for the preproposal meeting will be included in the solicitation. RFP 2007-N-09247 will be available on or about June 1, 2007. The solicitation can be accessed through the internet at: www.fbo.gov. Any amendments issued to the solicitation will also be made available at the same website. It is the Contractor?s responsibility to keep up with additional postings regarding this RFP on the FedBizOpps website. Full and open competition will be used in soliciting offers for this requirement. This procurement will not be set-aside for small business.
