Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Firm fixed pricing is requested. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-20 effective 6 September 2007. This posting is to inform potential providers that Dover Air Force Base, Delaware has a requirement for the following services: 01. Non Personal Service Contract for all routine scheduled preventative maintenance visits and repairs under $500.00. Contractor will furnish all labor, tools, parts and transportation necessary to provide all dining facility equipment repairs under $500.00 on scheduled monthly preventative maintenance checks for the period of 1 October 2007 ? 30 September 2008. Preventative monthly maintenance checks are once per month, 12 per period of performance. 02. Non Personal Service Contract for all unscheduled routine maintenance and repairs under $500.00. Contractor will furnish all labor, tools, parts and transportation necessary to provide all unscheduled routine dining facility equipment repairs under $500.00 for the period of 1 October 2007 ? 30 September 2008 03. Non Personal Service Contract for all routine maintenance and repairs over $500.00. Contractor will furnish all labor, tools, parts and transportation necessary to provide all routine dining facility equipment repairs over $500.00 for the period of 1 October 2007 ? 30 September 2008. PLEASE SEE STATEMENT OF WORK AND EQUIPMENT LIST AT THE BOTTOM OF THIS DESCRIPTION. The details of contract: Only small businesses are eligible for award. The North American Industry Classification system code is 811412. The small business size standard is $6,500,000.00. The provision in FAR 52.212-1, Instructions to Offerors-Commercial Items, is applicable to this solicitation. Vendors not registered in the Central Contractor Registration (CCR) database prior to award will be ineligible for award (http://www.ccr.gov/). Award will be made on best value based on price and the needs of the government. Any award resulting from the solicitation will include DFARS Clause 252.232-7003, Electronic Submission of Payments Requests. Wide Area Workflow-Receipt and Acceptance (WAWF-RA) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is at no cost to the contractor and training information available at no cost is located at http://www.wawftraining.com. STATEMENT OF WORK STATEMENT OF WORK FOR MAINTENANCE FOOD SERVICE APPLIANCES I. DESCRIPTION OF SERVICE. The contractor shall provide all management, tools, supplies, equipment and labor necessary to maintain and repair government owned food service appliances which include but are not limited to dishwashers, refrigerators, freezers, microwave ovens, ice machines, and electric ranges at Dover AFB in accordance with the statement of work. The contractor shall furnish all paints, lubricants, parts, and cleaning supplies to service and maintain the appliance. This does not include the price for major components/parts that exceed a retail price of $500.00. Service, maintenance and repair tasks shall be in accordance with the procedures recommended by the respective appliance manufacturer. An approved periodic maintenance schedule shall be developed before the start of the contract. II. REPAIRS OVER $500.00. All repairs over $500.00 for major components/parts will be treated as routine maintenance. All routine maintenance will be coordinated by Quality Assurance Personnel per agreed contract line item funding. 1.1. BASIC APPLIANCE MAINTENANCE SERVICES. Appliance service shall be rendered according to the appliance manufacturer?s recommendations. See Appendix A for list of appliances and facilities. 1.2. SERVICE CALL RESPONSE. The contractor shall respond to a repair service request within 24 hours or the next workday. Service repair calls will occur when appliances malfunction or fail to operate properly. 1.3. PREVENTIVE MAINTENANCE. The contractor shall ensure appliances are maintained according to the manufacturer?s recommendations by performing preventive maintenance tasks. The contractor shall ensure all appliances operate safely, are clean and are free of corrosion. The contractor shall minimize disruptions and inconveniences to users. All replacement parts will be new or reconditioned. All reconditioned parts must meet manufacturer?s specifications for reconditioning. The contractor shall not exceed established repair cost limits without prior approval by the contracting officer. 1.4. SIGNS. The contractor shall place an approved sign or decal on each designated appliance listed in Appendix A. The Sign or decal will contain the service call telephone number for users reporting appliance problems. The service call telephone number shall correspond to paragraph 1.2, Service Call Response. The contractor shall respond within 24 hours or the next workday. 1.5. PROPERTY CONTROL. The contractor shall obtain approval of the Government inspector or the contracting officer before removing any item from its existing location. 1.6. APPLIANCE REPAIR. The contractor shall return appliances to operational condition within 2 working days after notification of service requirement, unless otherwise approved by the Government. The contractor shall notify the contracting officer when any replacement part must be ordered and repair delays are expected. The contractor must sufficiently notify users of the expected delay and provide a replacement if repair time exceeds 7 days.
