- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The USPFO for Arizona intends to negotiate on a sole source basis with Law Enforcement Thermographers Association, Lakewood, CA, in accordance with the authority of FAR 6.302-1 to provide the following: Basic and Advance Thermographers course for certification. A formal Request for Quotation is not available. Award will be made using simplified acquisition procedures. Offerors certain they can meet the requirement are requested to submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. Failure to submit such documentation will result in the government proceeding as state d above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the government. Affirmative written responses must be received no later then 7-days after publicati on of this synopsis. The following items for training of thermal imager operators for certification and recertification must enhance the knowledge base for all operators. 1. Courses must be certified in all US states and territories and recognized by the Drug Enforcement Administration and Federal Bureau of Investigation. 2. 36 hour course that is conducted 23-25 October 2007 from 0830-1700hrs for certification 3. 12 hour course, Advanced Thermographers Course conducted 23-24 October 2007 from 0830-1700 on day 1 and 0830-2400 day 2 for recertification 4. Both courses must include one practical exercise that is conducted during the hours of darkness and must last a minimum duration of three hours. 5. Courses must include training disc/manuals, graduation certificates 6. Class size can not exceed 40 students 7. Recertification topics must include: legal and technical updates, recently developed tactics and techniques, and updates and grant programs. 8. Provide a minimum two instructors certified in all US states and territories and recognized by the Drug Enforcement Administration and Federal Bureau of Investigation ( additional instructor per 20 students) 9. Provide a minimum of one instructor that is a licensed attorney 10. Instructors are required to provide travel, lodging, per diem and transportation to and from training at no cost to requesting organization. 11. Instructors providing the training must have a minimum of 10 years experience certifying individuals through training on thermal imaging. 12.
