Description
Naval Air Warfare Center Training Systems Division (NAWC TSD) has a requirement to provide contractor non-personal technical support services for the design and development of curricula for all USMC Type/Model/Series aviation training systems and training organizations (FRS, ATS, MAWTS-1, etc). These curricula will establish the requirements for courseware and training systems, which will be procured competitively under TSC II. This requirement is being solicited as a sole source procurement action to Aviation Training Consulting (ATC), Inc. NAWC TSD awarded an indefinite delivery indefinite quantity (IDIQ) contract with firm-fixed price delivery orders on 18 July 2005 to Aviation Training Consulting, LLC (ATC). The period of performance is thirty-six months. The maximum budget for this effort is being increased to $29,000,000. The contractor will provide the Government curricula in the format necessary to facilitate the Marine Corps goal of achieving a concurrency management process. ATC has completed the 100 level curriculum for the USMC MV-22 and KC-130J Programs. The curriculum format is unique, as well as the process of using a comprehensive master task list in its development. The primary purpose for developing common curricula is to enable the use of a Training Concurrency Integration (TCI) process for the Marine Corps. ATC is currently under contract with NAWC TSD to develop and test the TCI process using the Configuration Database Application (CDA). In order to ensure that the subject curricula is properly formatted and compatible with the final TCI process, and to ensure that curricula content re-use is maximized where possible, it is in the best interest of the government to contract for all required Marine Aviation curricula and curricula configuration management with ATC until the TCI process and tools are completed, tested, fielded and validated by ATC and delivered to the government.
