Description
This market survey is being conducted to identify potential sources interested in providing security guard services, armed and unarmed, for three site locations of the National Oceanic and Atmospheric Administration (NOAA) in Seattle, Washington: 1) Western Regional Center, 7600 Sand Point Way NE; 2) Northwest Fisheries Science Center, 2725 Montlake Blvd. E.; and 3) Marine Operations Center?Pacific, 1801 Fairview Avenue E. The work includes management, supervision, scheduling, coordination, and ensuring the effective performance of guard services in general and the specific performance of individual guards. Security coverage is required 24/7, 365 days a year at each location to include fixed post and roving guard duties with varied scheduled post requirements ranging from a minimum of three guards to a maximum of nine guards at any given time combined for all three locations. The work requires: fit, trained, and certified personnel for all positions; uniforms and accessories in accordance with regulations; firearms and ammunition for armed guards; personnel management plan; recommendations regarding security weaknesses and vulnerabilities; additional trained personnel as needed for special events. All personnel performing work must be U.S. citizens and must pass a suitability check process performed by NOAA. Security guards must be licensed in the State of Washington and meet firearms suitability, licensing, and permit requirements. Services must be performed in accordance with Department of Commerce security plans and procedures. Security guard services must comply with State and Federal rules and regulations governing public buildings and grounds. The business size standard for NAICS Code 561612 is $17 million average annual receipts. Firms responding to this sources sought notice must: (1) state whether they are a small or large business based on the size standard above; if applicable, identify subcontractors to be used and their anticipated responsibilities; (2) indicate all of the following small business status categories that apply: Small Disadvantaged, Woman-owned Small Business, 8(a) firm, HUB Zone firm, Service-disabled Veteran-owned Small Business, Historically Black College and University or Minority Institution; (3) provide company experience in the form of an outline of previous projects for specific relevant work completed or currently being performed of equivalent magnitude including contract information, description of work, points of contact, and phone numbers; professional qualifications and specific qualifications/experience of personnel identified to perform the work; and (4) any other pertinent information which would enable the government to assess a firms capabilities. Capability statements should not exceed ten (10) pages. A long-term contract is anticipated, one base year and four subsequent option years. Multiple awards are not anticipated. The anticipated performance period for the base year is April 1, 2008 through March 31, 2009. This synopsis is for planning purposes only and is NOT to be construed as a commitment by the Government, nor will the Government pay for information solicited hereunder.
