Description
The proposed procurement is unrestricted with Hub Zone Price Preference evaluation. NAICS Code: 236220, Size Standard is $31,000,000.00. This procurement is being advertised as a Request for Proposal (RFP). Estimated range of construction is $10, 000,000.00 to $25,000,000.00 with a completion period not to exceed 365 calendar days from notice to proceed. The description of work is to construct a new Guided Missile Maintenance Facility, intended to accommodate missile maintenance operations. Standard maintenance operations will be located in two separate structures with an adjoining enclosed corridor (~40, 000SF). One structure will consists of steel frames with masonry infill. The other structure will consist of load bearing walls (masonry or concrete) supporting steel beams. The roof of both structures will consist of precast, lightweight concrete panel s. A third pre-engineered structure (~4,000 SF) will be for operational field office space. Supporting facilities shall include site improvement, utilities; electric, water, sewer; external lighting, lightning protection system, grounding system, compres sed air, HVAC system, entrance roads, paving, walks, curbs and gutters, storm drainage and storm-water management, fire protection sprinklers and alarms, and intrusion detection system (IDS) and information systems. Access for the handicap will be provide d. Oil heating is required. Large business Firms are required to submit a subcontracting plan with their proposals. The Small Business subcontracting goal for this procurement is 51.2% of the total subcontracting dollar value. Of that 51.2%, 8.8% should be placed with Small Disadva ntaged Businesses including 8(a) award, 7.3% with Women Owned Small Businesses, 3.1% with HUB Zone Businesses, 1.50% with Service Disabled Veteran Owned Small businesses. The solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of Federal Technical Data Solution System (FedTeDS) -- a one-time registration process for vendors/contractors -- Accounts may only be attained by CCR-registered contractors/vendors, go to www.fedteds.gov for additional information. Plans and specifications will be available in CD format. Use of the FedTeDS website requires prior registration at www.fedteds.gov. It is the offerors responsibility to monitor the FedTeDS web site (using the above link) for amendments to the solicitati on. You must be registered with the Central Contractor Registration Database (CCR) to receive a government contract award. You may register with the CCR at http://www.ccr.gov/. It is imperative that all small disadvantaged businesses contact their cognizant Small Business Administration Office to obtain Small Disadvantaged Business Certification. Without SBA SDB certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors.
