- This synopsis is posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. Vendors should regularly access the specified websites to ensure they have downloaded any and all amendments. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) requires a five year contract for delivery of non-commercial software developed to meet Government specifications. When developed, the software will function as plug-ins to provide additional function to the non-commercial, off-the-shelf, Ship Air Defence Model (SADM) software, currently licensed to the US Navy with restricted righ ts. The SADM software is proprietary to BAE Systems Australia Limited at Edinburgh SA. Because of the terms of the license agreement for restricted rights to the SADM software, and compatibility, and interface issues affecting function of the software developed for the Government, the Government intends, in accord with FAR 6.302-1, to solicit BAE Systems Australia Limited on a sole source basis; see NOTE 22. The Government intends to award a cost-sharing contract for development and delivery of the required software plug-ins early in CY2008. RFP N00178-08-R-3001 will be issued when this synopsis has been published for at least 30 days; time from publication of this synopsis to award of a contract may take as little as 45 days. Questions and responses should be submitted, in Microsoft Word format, no later than 5 November 2007 to DLGR_NSWC_XDS13@NAVY.MIL and should reference this sources sought number: N00178-08-Q-3001. Please include your company CAGE code (if you have one) and POC information with your response. This synopsis/sources so ught notice does not constitute an Invitation for Bids, Request for Proposals, nor a Request for Quotations, and is not to be construed as a commitment by the Government to issue a contract or an order or otherwise pay for the information solicited.
