Description
Program Manager Training Systems (PMTRASYS) has a requirement to solicit for the Security Cooperation Education and Training Center (SCETC), Quantico, VA and the Advisor Training Group (ATG), 29 Palms, CA, a Marine Corps Advisor Training service contract. This effort is currently supported by MTSS Support contract M67854-03-C-8020. The anticipated contract will be a seperte initiative from the MTSS contract and will be a Firm-Fixed-Price (FFP) contract. Initial award will be for a period beginning June 2008 for a period of five years including options. PMTRASYS is tasked to acquire and manage contract support teams conducting training event support services at three Marine Corps locations and make provisions for any future sites. These include Camp Lejeune, NC; Twentynine Palms, CA; and Camp Pendleton, CA. Examples of expected training event support provided by the contract support teams at each training site, and other designated locations include: (1) US Organic and Foreign Weapon training; (2) Convoy Operations and Offensive/Combat Driving; (3) Vehicle Maintenance/Recovery Skills Training; (4) Tactical Communications/Electronics Refresher Training; (5) Combat Life Saver/Emergency Medical Training; (6) Military Skills associated with advisor METLs; (7) Related operation coordination and support functions in support of advisor training. A Site Visit is tentatively scheduled at 29 Palms, CA on 15 October 2007 and is expected to be an all day event. Parties interested in attending the Pre-Proposal Conference/Site Visit must register with the Contracting Officer prior to 12 Oct 2007. Each company is restricted to three (3) attendees at the pre-proposal conference/site visit. The site visit will include travel to various ranges and training areas aboard 29 Palms, CA. Companies are required to provide their own transportation. In accordance with 29 Palms policy, in order to transit to and from training areas and ranges, civilian style vehicles must be 4x4 capable. The RFP (M67854-08-R-8006) and any subsequent amendments/information will be provided via electronic means at NECO. It is anticipated that a draft RFP will be posted by 31 Oct 2007 and the Final RFP 20 Nov 2007. This is not a request for proposals or a guarantee of forthcoming solicitation. It should not be construed as a commitment of any kind by the U.S. government to issue a solicitation. Any information provided to the Government in response to this RFI will become USMC property and will not be returned. All proprietary or classified information will be treated appropriately. All potential offerors desiring to attend the Pre-Solicitation Site Visit are requested to submit a written response by 13 October 2007. NO PHONE CALLS WILL BE ACCEPTED.
