Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is A7H134 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-20. The associated North American Industrial Classification System (NAICS) code for this procurement is 334119 with a small business size standard of 1,000 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2007-10-15 15:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Brunswick, GA 31525 The Environmental Protection Agency requires the following items, Exact Match Only, to the following: LI 001, Brand name or equal to Dell 1720 Laser Printer with a 3-year extended warranty and 24/7 support. Printer must have: - Minimum print speed of at least 30 ppm - Must offer network printing - Max print cycle: 25,000 pages/month - 1200 image quality, 600 x 600 dpi - Must provide network scanning to email, pdf and other file types including Microsoft Word and Excel - Must have network fax capability with auto forwarding to 1 location Service Requirements Include: - Brand name or equal to Dell's Technical phone support and Next-Business-Day Advanced Exchange Service or On-Site Service for one year - Brand name or equal to Dell's Single-point accountability so that the customer will not have to coordinate with multiple vendors - Brand name or equal to Dell's Next-Business Day Advanced Exchange Service. If a technical issue cannot be resolved after phone based troubleshooting, vendor will ship a replacement part or unit the next business day Brand name or equal to Dell's Next-Business Day On-Site Service - If necessary, following phone-based troubleshooting, a technician will visit the site the following business day to begin troubleshooting and repairing the printer - At least 1 year of 24/7 toll-free telephone technical support for printer customers and online technical support - Extended Coverage - three-year extended coverage, 78, EA; LI 002, Brand name or equal to Dell 3110cn Laser Printer with a 3-year extended warranty and 24/7 support. The color printers must have: - Printing capacity of at least 60,000 copies per month - At least 30 ppm in monochrome or at least 15 ppm in color - 2400 image quality (600 X 600 dpi) Service Requirements Include: - Brand name or equal to Dell's Technical phone support and Next-Business-Day Advanced Exchange Service or On-Site Service for one year - Brand name or equal to Dell's Single-point accountability so that the customer will not have to coordinate with multiple vendors - Brand name or equal to Dell's Next-Business Day Advanced Exchange Service. Cable must be 10 ft., 78, EA; LI 004, Brand name or equal to Dell USB CAT6 Patch CBL Printer cable. It must be 10 ft., 26, EA; LI 005, PLEASE INCLUDE SHIPPING PRICE IN QUOTE. Because of the competitive nature of the FedBid Buy process, vendors are not expected to provide a formal quote until close of the Buy. However, vendors are encouraged to use the FedBid website or to contact daniels.ryan@epa.gov to indicate the make/model/etc. of the item/items for which they are providing a quote. Furthermore, the attachment includes the above specifications in a Word Document format. Please, carefully read the document and the line items to insure quoted items meet requirements. Award will be made based upon lowest price, technically acceptable standard., 1, EA; For this solicitation, Environmental Protection Agency intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Environmental Protection Agency is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
