- Description
- This is a combined/solicitation Request for Quotes (RFQ) for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is RFQ8172 and the solicitation is being issued as a Request for Quotes, full and open competition. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-20). This acquisition will be processed under Simplified Acquisition Procedures (SAP). The National Institute of Allergy and Infectious Disease (NIAID) intends to procure the services of an experienced, dedicated executive search firm with established experience in recruitment in the pharmaceutical and biotechnology practice areas. This acquisition is not a Small Business Set-Aside. The contractor will identify and recruit suitable individuals in the pharmaceutical and biotechnology fields with a concentration in vaccine development sector who will serve as the private sector equivalent of a Vice President for Vaccine Manufacture and Licensure. The dedicated executive search firm will (1) Identify, recruit, and carry out initial evaluations of candidates (2) Pre-screen and interview potential candidates (3) Conduct initial screening of potential candidates to the position and provide NIAID with as many suitable candidates as possible (4) Assist NIAID in selecting the final round of candidates (5) Conduct reference checks and assist in conducting negotiations with NIAID approved candidates. The selected candidate(1) Will have oversight of the Vaccine Clinical Materials Program to produce vaccine material for use in clinical trials (2) Will provide leadership for the Vaccine Production Laboratory (VPL) in Bethesda, Maryland, which focuses on novel production technologies that will optimize and enable production of vaccines for clinical trials (3) Will oversee the procurement of clinical vaccine products, pre-clinical safety testing and reagent production to facilitate the expedited development of VRC vaccine products (4) Will provide a development of strategies to address current FDA requirements, compiles regulatory submissions, and develops strategies to move novel technologies from the laboratory to the clinic in a safe and compliant manner (5) The optimal candidate will have a Ph.D. in a relevant scientific discipline and extensive experience in vaccine product development leading to licensure, as well as, pilot-plant and large-scale biopharmaceutical production (6) The candidate will have had a minimum of fifteen years of experience in biopharmaceutical production with extensive involvement in complex projects in a highly collaborative environment; and demonstrated ability to manage all aspects of biopharmaceutical production including: construction and optimization of cell lines expressing vaccine candidates; production of viral and non-viral vectors; production of DNA, RNA and viral materials using appropriate cell lines; vialing, testing, and release of product; documentation (CMC Section) required for the submission of IND applications for a clinical-grade product; experience in leading project teams; experience with administration of contracts relating to clinical material production; and excellent leadership, as well as excellent oral and written communication skills (7) The contractor will work with senior Government staff at the NIAID regarding specific Institute guidance and comments for reporting (8) The contractor will create a strategic recruitment plan for approval by NIAID (9) The contractor will develop a comprehensive position specification and develop appropriate competency-based metrics to evaluate candidates (10) The contractor will develop lists of target organizations/staff and individuals matching NIAID requirements (11) The contractor will provide weekly status updates to NIAID including progress achieved in identifying candidates; contacts made; and questions and clarifications sought by potential candidates (12) The contractor will provide recommendations to NIAID to focus on a targeted search (13) The contractor will provide NIAID with a pipeline of suitable candidates as they are identified (14) The contractor will identify suitable candidates for selection and placement in the position (15) The contractor will provide liaison with candidates and NIAID until the actual hire by NIAID of a suitable candidate (16) The period of performance for this requirement will be from October 29 2007 ? January 30 2008 (17) NIAID will provide guidance in terms of technical reporting needs and requirements of the projects supported (18) The contractor will provide its own supplies, computer equipment, and space to work. Space will be provided at NIAID for meetings with contractor staff. (19) The contractor will provide draft documentation, reports, and progress of the work to NIAID and the Government will review, inspect, and approve all documentation to ensure that work is in line and follows the objectives of this requirement. The North American Industry Classification System (NIACS) Code for this acquisition is 541612, and the small-business size standard is $6.5 million dollars. This is a firm fixed-price contract and the FOB terms are ?Destination? and Net 30.
