Description
The Contracts Department of Naval Special Warfare Group One, San Diego, CA, intends to award a sole source contract to Science Applications International Corporation, 10260 Campus Point Drive, San Diego, CA, under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. This procurement action is being done in accordance with FAR 13.5, Test Program. Contractor will be required to provide on site training and support for Task Unit CBR MOUT training at Ft. Knox, Kentucky to include Mobile Training Team (MTT) to include Subject Matter Exprets (SME?s) to facilitate training in the excution and operation of the Expedient Personnel Decontamination System (EPDS), to instruct and expand Task Unit (TU) knowledge and capabilities to identify medical signs and symptoms of chemical, bilolgical and radiological exposure, to include SME to instruct and expand TU knowledge and capabilities to manage decontamination and medical treatment for exposure, to include NAAK self aid/buddy aid and basic Field Management of Chemincal and Bilolgical Casualties, to provide training scenarios to include Intermediate Action Drills (IAD) with an industrial/chemical/bilolgical threat and attack. Contractor will provide Skill Drills for Mission Scenarion Event List (MSEL) and Drill Guide to detail scenario and safety intervention points. Additionally, contractor MTT to construct training site to accomplish training objectives; to include site layout and plans. Contractor will be required to submit minutes for all meetings hosted/attended and provide an After Action Report (AAR). Contractor will provide a twelve (12) month travel estimate based upon the following criteria: Destination ? Ft. Know, KY or AP Hill, VA. 1-2 person 11 trips @ 4 days pepr trip. This notice is not a request for offers. Responses to this notice will be used to determine if bona fide competition exists. Any such responses must be in writing and must include technical and pricing information. The Government will not pay for any information submitted. All responses from responsible sources will be fully considered. All responding vendors must be Central Contractor Registered (CCR). A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government. A written solicitation will not be issued. Period of performance shall be from date of award to 30 September 2008. Type of contract to be awarded is a Firm Fixed Price (FFP) type contract. This acquisition incorporates the following FAR/DFAR clauses by full text: 52.212-1, Instructions to Offerors-Comercial Items (Jan 2004); 52.212-3, Offeror Representations and Certificatin-Commercial Items (Jan 2004); 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Jan 2004); 252.212-7001, Contract Terms and Conditions Required to Implement Statutes of Executive Orders Applicable to Defense Acquisitions of Commercial Items (Sep 2004). The following clauses are incorporated by reference in FAR 52.212-5, paragrapy (a); 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era and other eligible Veterans (Dec 2001); 52.212-4. Contract Terms and Conditions-Commercial Items (Oct 2003). All responses must be received not later than 03:00pm, PST, October 22, 2007. No extensions will be granted.
