- Description
- The Marine Corps Systems Command intends to issue a purchase order to Oehler Research, Inc., Austin, TX, on behalf of the Ordnance Test Facility (OTF), Quantico, VA 22134-6150 utilizing the Simplified Acquisition procedures under authority and limits of FAR Parts 12 and 13.501(a) Sole Source Acquisitions. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-19, effective 9/17/07 and FAC 2005-20, effective 9/06/07. This procurement is for ballistic test equipment to begin testing and evaluating new small arms and small arms ammunition components. Currently the OTF has a limited capacity to do so and must be able to conduct these tests at any range on the Marine Corps Base (MCB) Quantico, VA. The test equipment will provide the OTF the capability needed to conduct a number of tests for numerous Program Managers with increased accuracy in results and faster turn around times for reports. A complete system would consist of (1) Model 83 CPU, (6) Model 57 Infrared Photoelectric Screens (2 sets of 3), signal cables for up to 100m testing, (1) four microphone acoustic target with (2) extra microphones, (1) 8336 downrange microphone interface, (1) 8355 downrange screen interface and (1) pressure starter kit with 10 strain gauges. The ballistic test equipment system must meet specific requirements (data points) as follows: Peak chamber pressure, Muzzle velocity Terminal velocity, Time of flight. Ballistic coefficient, Bullet impact location and machinegun rate of fire and muzzle velocities for up to a 30 round burst, and have data output to a computer for storage and test report writing. The ballistic test equipment must be a complete system to include a help desk staff for over the phone setup assistance The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The proposed contract action is for equipment for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.501. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for competitive proposals. All responses received by 15:00 PM EST 10/10/07 will be considered by the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by email to Ms. Crystal M.
