- Description
- The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to procure Tow Tractors with a max load capacity of 60,000 lbs or greater and a drawbar pull capacity of 5,000 lbs or greater. These items will be used by the Navy for towing both fixed wing or rotary wing aircraft. There is a requirement for a small and lightweight tow tractor to tow a 60,000 lb helicopter, and it must be transportable through air, land, or sea. The new Tow Tractors shall be commercial off-the-shelf (COTS) or modified COTS items. The Government will also require technical and logistics documentation, such as operator and maintenance manuals. In addition, the following data will be required: Interim Support Item List; Engineering Data for Provisioning; and a Provisioning Parts List. A competitive firm fixed-price contract is anticipated, and will be competed as a 100% Small Business Set Aside. The applicable NAICS code is 336413, and the FSC Code is 1740. Award will be based upon best value evaluation criteria and be granted to the offeror whose proposal is determined to be most beneficial to the Government. The base quantity for the first contract year is expected to be two (2) pre-production test units to be used for Government Technical Evaluation (TECHEVAL) and data item deliveries. Delivery for the pre-production test units is required by 1 September 2007. Upon completion of contractor pre-production testing and Government suitability/supportability evaluation, options may be exercised for up to a maximum of twenty-seven (27) production units. The contract will provide for up to six (6) production units with cabs and up to twenty-one (21) production units without cabs over four option periods. It is anticipated that deliveries will be F.O.B. destination to the Naval Air Warfare Center Aircraft Division Lakehurst NJ. Delivery of the production units and associated technical and logistics data will take place within 6 months after date of delivery order award The solicitation will be posted on the NAVAIR homepage located at http://www.navair.navy.mil. Select "Doing Business" and then "Open Solicitations". Look for amendments on the web page. Hard copy of solicitations and amendments will NOT be mailed to contractors. The solicitation will be posted on the web on or about 15 March 2007. The Government will not accept electronic offers.
