Description
The following RESPONSES are hereby submitted to QUESTIONS regarding the RFI/Sources Sought W15PT-08-R-ACS01 dated 24 September 2007 #1.QUESTION: To clarify the OPTEMPO hours provided for the aircraft listed in the sources sought, does the number of hours listed signify the anticipated flight hours of each aircraft per month or does it signify the anticipated number of support hours ( maintenance, installation, testing, other) per aircraft per month? Are the number per month or per year? #1.RESPONSES: The Government anticipates that the aircraft mix and growth as follows: Operated in the Middle East Currently in Theater: 2  C-12 Series Aircraft, 370 hours/month, 4440 hours/year  Each Aircraft (8880 total hours). 1  DHC-7 (ARL-M Configuration), 300 hours/month, 3600 hours/year  Each Aircraft (3600 total hours). 3QFY08  Total Hours are Pro-Rated for 2 Quarters 1  DHC-7 (ARL-M Configuration), 300 hours/month, 1800 hours/year  Each Aircraft (1800 total hours). 3QFY09  Total Hours are Pro-Rated for 2 Quarters 4 - C-12 Series Aircraft, 370 hours/month, 2220 hours/year  Each Aircraft (8880 total hours). Currently in Theater: 1  C-12 Series Aircraft, 288 hours/month, 3456 hours/year  Each Aircraft (6912 total hours). 3QFY08  Total Hours are Pro-Rated for 2 Quarters 1  C-12 Series Aircraft, 288 hours/month, 1728 hours/year  Each Aircraft (1728 total hours). The hours stated above are all inclusive of maintenance, testing, and installation/system up-grades. #2.QUESTION: Per the sources sought does aircraft maintenance mean all maintenance or just the electronic components specified in the sources sought i.e.AN/APR-39, M-130? If it means all maintenance, please identify what is the contractor responsibility is for maintaining the 90% MC rate. #2.RESPONSE: The contractor is expected to conduct or cause to be conducted all level of maintenance on the entire system. The system includes the aircraft, all organic subsystems, installed sensor systems, Aircraft Survivability Equipment, test equipmen t and Ground Support Equipment. The contractor shall be required to maintain a system Mission Capable rate of 90%. #3.QUESTION: Your state that the Government does not own or possess the intellectual property rights to the software interfaces. Does the government expect the data packets to be made available to the awardee? #3.RESPONSE: The Government does not own or have the rights to the intellectual property; therefore, technical data packages will not be provided to the awardee. #4.QUESTION: Will the Government furnished equipment (GFE) include ground support equipment for all sites and test sets for all the different cites? #4.RESPONSE: YES: The Government will provide Ground Support Equipment and test equipment to the beddown sites. #5.QUESTION: Will the Government provide spares for unique military support items? #5.RESPONSE: YES: The Government will provide spares/replacements for unique military support items. #6.QUESTION: In the sources sought, the Government identifies 3 definite location plus ambiguous other locations CONUS and OCONUS. What specific mix of the 10 aircraft does the Government anticipate at the three identified sites and/or the CONUS/OCONUS sites? #6.RESPONSE: The Government concurs with the ambiguity of the statement. It is impossible to accurately forecast the actual aircraft/location mix because of the changing strategic and tactical environment in which the aircraft operating. Please see Item 1, this table for the Governments best estimate of aircraft basing and locations. #7.QUESTION: Is the subject SSO & RFI for support of only the mission equipment onboard the C-12 aircraft outlined in the release or support for the complete maintenance of the C-12 aircraft and its associated equipment? #7.RESPONSE: Please see QUESTION #2 RESPONSE
