- The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for Dry Dock and repairs to the USCGC KEY LARGO (WPB-1324). The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The acquisition will be solicited Total Small Business Set-Aside. The simplified acquisition will be issued as a Best Value, Request for Quote (RFQ) on or about November 1, 2007. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPS) web page at www.eps.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail, if requested. Send all request via e-mail to Arlene.V.Woodley@uscg.mil. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. FEDBIZOPS also contains an option automatic notification service. The standard industrial classification code is 3732 and the NAICS code us 336611. The homeport of the vessel is Key West, FL. All work will be performed at the contractor?s facility. The performance period will be 60 calendar days with a start date on or about February 11, 2008. The scope of the acquisition is for 1)Weld Repairs; 2)Routine Drydocking; 3)Temporary Logistics; 4)Clean and Inspect Fuel Oil Tanks; 5)Preserve Oil Tanks; 6)Clean and Inspect Sewage and Grey Water Collection and Holding Tanks; 7)Clean Sewage and Grey Water Piping Systems; 8)Preserve Sewage and Grey Water Collection and Holding Tanks; 9)Preserve and Disinfect Potable Water Tanks; 10)Renew Sea Strainer(s); 11)Overhaul Stabilizing Fins; 12)Inspect MDE Exhaust System; 13)Overhaul and Renew Valves; 14)Remove, Inspect, and Reinstall Propellers; 15)Repair Propeller Root Erosion; 16)Remove, Inspect, and Reinstall Propeller Shafts; 17)Overhaul Mechanical Shaft Seal Assemblies; 18)Inspect and Maintain Cathodic Protection System; 19)Renew Water Lubricated Propeller Shaft Bearings; 20)Inspect Bronze Sleeves in Various Areas; 21)Remove, Inspect, and Reinstall Rudder Assemblies; 22)Overhaul Steering Gear Components; 23)Renew Transducer and Preserve Transducer Hull Ring; 24)Preserve Underwater Body; 25)Preserve Freeboard; 26)Preserve Weather Decks; 27)Preserve Superstructure; 28)Renew Capastic Fairing; 29)Renew Floating Deck System in Galley and Mess Deck; 30)Install P-100 Fixed Piping (EC 110-C-126); 31)Install New Pre-Lube Pump Controls (EC 110-B-121); 32)Install Stern Flap (EC No. 110-C-087); 33)Install Cofferdams in Galley (EC 110-B-120); 34)Install Wind Tracker and Monitor (EC 110-C-113). Trained welders who have been certified by the applicable regulatory code performance qualification procedures shall accomplish all welding and brazing. There are no geographic restrictions.
