Description
The U.S. Army Research, Development & Engineering Command Acquisition Center intends to negotiate solely with EMS Technologies Canada Ltd, for delivery of search and rescue hardware and software, and integration into the existing Cospas-SARSAT (Searc h and Rescue Satellite Aided Tracking) ground infrastructure, and associated engineering support. The scope of the action provides for operational support, maintenance and training for fielded Geosynchronous Earth Orbit Local User Terminal (GEOLUT) and Lo w Earth Orbit Local User Terminal (LEOLUT) Search and Rescue (SAR) systems within Iraq. It is anticipated that this action will be a time and materials Contract that will support both Firm Fixed price (FFP) and Time and Materials (T&M) delivery orders. EMS Technologies is uniquely qualified for this effort, because it is the sole contractor capable of meeting the performance and schedule requirements for emergency location equipment and support services for this requirement. EMS Technologies proprietar y software, Search and Rescue Master (SARMaster), is the system installed into the current US DoD ground infrastructure for search and rescue. This contract award enables the continuation of that effort. No other contractor could meet the Governments r equirement, without excessive expenditures and an unacceptable delay before the necessary support would be online and operational. Offerors who can demonstrate they can meet the Governments requirement shall submit a white paper of no more than 15 pages by 26 October 2007. Offerors that submit a white paper that demonstrate an ability to meet this requirement will be considered for a ward.
