Description
The US Army CECOM LCMC intends to acquire a mobile communication system comprised of 8 links or legs. The equipment to be provided shall have the features, functions and capabilities of the latest technologies. The system must be capable of future enhancements with minimum modifications. The troposcatter equipment shall have a minimum quad diversity data rate of 20Mb/s (uncoded and without compression) and a frequency in the range of 4400 to 5000 MHz. All the equipment should be compliant with MIL -STD-810E in respect to temperature, shock and vibration standards. All the equipment should be housed in a portable or fixed cabinet with air conditioner in 2 sites. The main equipment dual 1:1 redundancy hot/stand by protection shall be provided. This system needs to be capable of sending and receiving high quality data (including voice and IP). The power amplifier should be solid state type. Modems shall have IP interface, and shall operate up to delay spread 2s/t greater than 4. Modems shall have immunity to aircraft disturbance related to large signal fluctuations and significant doppler shift, which can cause a modem to lose bit count integrity. The multiplexer should have the following interfaces at each side with electronic encryption, and add drop capability: a) 2w for exchange side (with ringer) approximately equal to 15%, b) 2w for subscriber side (with ringer) approximately equal to 15%, c) 2w for hot line (with ringer) approximately equal to 30%, d) 4w channel approximately equal to 15% and data channels approximately equal to 25%. Height gain parabola antenna should be aluminum or carbon fiber reflector with hyper performance, low side loops. Electrical remote control of the antenna for azimuth and elevation adjustments/alignment is re quired. This antenna should be carried by mobile trailer with a strong base, capable of withstanding maximum wind speeds of about 150 km/h. Service channels should be two, one for engineering order wire (EOW) and one for supervisory data. System shall b e capable of changing the RF frequency in case of interference or jamming. Dual redundant power supply is required with approximately 220 volts / 50Hz frequency. Emergency dual electric generator with automatic voltage regulation (AVR), auto start with f uel tank enough to make the generator work for seven days and uninterruptable power supply (UPS) must be capable supporting all the equipment at each station link for a minimum of 30 minutes. Integrated network management is required. System shall have a built-in test and measurement feature. Shelter shall be capable of operation with an external temperature of -10 degrees to +60 degrees Celsius. Shelter shall be capable of maintaining internal temperature range of 0 degrees to +50 degrees Celsius. Sys tem shall be capable of humidity up to 95% at 55 degrees Celsius. Two each van dual cabin (4WD) mobile workshop with all necessary requirements for installation, testing, maintenance and repair are required. The distances among the 8 links range from 60k m to 204km. This acquisition is in support of Foreign Military Sales (FMS) for the Government of Iraq. In order to execute the task properly, the contractor will have to conduct a detailed survey in Iraq, in order to determine all of the requirements of the project. Respond to Donald L.
