- STATEMENT OF WORK Religious Ministries Directorate (RMD) Marine Corps Air Ground Combat Center (MCAGCC) Box 7881000, Twentynine Palms, CA 92278 YOUTH MINISTRY COORDINATOR 1. INTRODUCTION 1.1. Purchasing and Contracting (P&C) has the responsibility for acquiring administrative, professional, and or technical services in the execution of the MCAGCC mission and its operational requirements. 1.2. Supported Activity: The provision of religious ministry to military personnel, their families and beneficiaries has its foundation in the First Amendment of the Constitution and has explicit, mandated and directed support of Department of Defense, Department of the Navy, and the Commandant of the Marine Corps. The RMD provides religious worship, religious education, religious growth and development training for military personnel and family members attached to the MCAGCC, FMF, MCCES, and tenant commands. 2. BACKGROUND 2.1 The Youth Ministry Coordinator will assist the Command Religious Program (CRP) in reaching out to youth, which is an underserved population aboard MCAGCC. In addition, it will enhance quality of life and morale on base for eligible dependents, particularly during a period of frequent deployments and unique stress during a time of war. 3. DESCRIPTION/SCOPE/OBJECTIVE 3.1 The purpose of this order is to provide the necessary level of administrative, professional, and technical support required to facilitate the overall objectives of the RMD. The objective of this solicitation is to contract for a Youth Ministry Coordinator who will coordinate and provide Christian ministry for high school (grades 9-12) and middle school (grades 6-8) age youth who are DOD dependents of Marines, Sailors, or civilians stationed aboard MCAGCC 29 Palms. The Contractor shall provide those services, personnel, materials, and related equipment to perform the work delineated herein. 3.2 The base period for this project will be fully funded. 4. DEFINITIONS AND APPLICABLE DOCUMENTS 4.1 The Contractor shall ensure a DD Form 2088 (Statement of Ecclesiastical Endorsement) is filled out by the endorsing agent and delivered or faxed to the RMD (see 15. Government Points of Contact) NO LATER THAN 30 days after contract award. 5. STATEMENT OF WORK (APPROACH/METHODOLOGY/TASKS) 5.1. The Contractor shall provide professional, administrative, or technical services in support of each of RMD?s initiatives and assigned missions. Specific work shall include, but not be limited to the following: 5.1.1 Contractor services include providing a community wide youth religious program as part of the Command Religious Program (CRP) and supporting specific youth ministry needs that RMD and volunteers cannot provide, such as Bible studies. The programs will be sponsored by RMD and will attempt to involve all students throughout the installation. The Youth Ministry Coordinator will articulate and develop promotional campaigns and activities and maintain records of supplies, materials and attendance (to include youth and volunteers). 5.1.2 The Youth Ministry Coordinator shall be endorsed by a DOD-recognized endorsing agent. The Contractor will provide adequate oversight to ensure compliance with contract requirements. This is an ecumenical youth ministry program and the primary goal is to foster and strengthen faith commitments through fellowship activities, youth meetings and events, outreach, and mentoring programs involving youth within the installation. The Contractor shall make certain that nothing is said or done that may be derogatory to another faith or religion. 5.1.3 The Youth Ministry Coordinator will have specific training in youth work with a minimum of two years experience in youth ministry. A baccalaureate degree with a major or minor in Biblical Studies, Religious Education, or similar is required. The Contractor shall maintain records of the Youth Ministry Coordinator?s qualifications and provide periodic update training in appropriate subjects related to the contracted services. 5.1.4 The RMD Director is responsible for oversight of the youth ministry program. The RMD Director reserves the right to approve/disapprove the schedule and activities for youth ministries in the CRP. 5.1.5 The Youth Ministry Coordinator shall identify all programs and services as being RMD programs and services. The Youth Ministry Coordinator shall accept youth participants and attendees from throughout the installation regardless of denominational faith, or involvement of the youth in the overall program. 5.2 The Contractor shall ensure specific senior high program tasks are accomplished as follows: 5.2.1 Conduct weekly meetings for senior high youth. These meetings will integrate mental, physical, social, and spiritual development. Meetings will normally be at least one hour in duration and accommodate groups of 10 or more. 5.2.2 Provide small group meetings focusing on studying scripture, discussing topical or relational issues for those serious about continuing to learn and expanding knowledge of the Bible or growing spiritually. Small groups will normally be at least one hour in duration and accommodate groups of 3 or more. 5.2.3 Visit students and faculty in area high schools. The goal of these visits is to build relationships by becoming involved in school programs and providing a strong Christian role model in the school setting. 5.3 The Contractor shall ensure specific middle school program tasks are accomplished as follows: 5.3.1 Conduct weekly meetings for middle school youth. These meetings will integrate mental, physical social and spiritual development. Meetings will normally be at least one hour in duration and accommodate groups of 10 or more. 5.3.2 Provide small group meetings focusing on studying scripture, discussing topical or relational issues for those serious about continuing to learn and expanding knowledge of the Bible or growing spiritually. Small groups will normally be at least one hour in duration and accommodate groups of 3 or more. 5.3.3 Visit students and faculty in their middle schools weekly. The goal of these visits is to build relationships by becoming involved in school programs and providing a strong Christian role model in the school setting. 5.4 The Contractor shall ensure administrative tasks are accomplished as follows: 5.4.1 Upon award of contract and start of ministry provide an assessment of current state of youth ministry and provide a plan and recommendations to address needs. The plan will include a recommended budget. 5.4.2 Coordinate advertising (e.g., promotional bulletin announcements, articles, flyers and materials) through RMD Director?s office for approval and distribution in chapel congregations, for inclusion in chapel bulletins, publication in the base newspaper and Speedcalls, and posted on bulletin boards. 5.4.3 Attend staff coordination meetings and/or meet with RMD Director or appointed representative to discuss program direction and progress. 5.4.4 Conduct parent meetings in order to advise parents about the youth ministry programs, its goals and needs. Encourage parents to be active participants in the youth ministry program. Educate parents in the phases that their youth may be going through and things to watch for in their spiritual development. 5.4.5 Publish and disseminate at least four newsletters per year (at least one per quarter), directed at informing parents and others in the community of youth ministry program events, activities, issues, etc. 5.4.6 Provide input for youth ministry in RMD, to include programs needs and projected costs. 5.4.7 Provide ordering information in the proscribed format for supplies and resources to support youth activities. In addition, the Youth Ministry Coordinator should keep track of purchases and invoices and deliver quarterly report to the Deputy Director, RMD, in order to track monthly invoiced amounts and evaluate the accuracy of the projected cost of the services provided under this contract for the future. 5.5 The Contractor shall manage a volunteer base as follows: 5.5.1 Recruit volunteers to assist in the conduct of the program. A volunteer roster to include name, address, phone number, military affiliation and role must be maintained and updated at the Base Chaplain?s office. It is the contractor?s responsibility to ensure that the moral character of volunteers recruited to assist in youth activities will be commensurate with their responsibilities to provide values-based leadership consistent with religious teaching within the chapel programs. Selection of volunteers will be in accordance with applicable installation regulations. 5.5.2 Conduct training sessions to teach and train volunteers in all aspects of youth ministry. Help volunteers become comfortable in youth ministry, teaching them the skills and confidence to be effective volunteers. 5.5.3 Mentor volunteers on the varied aspects of youth ministry throughout the year. A volunteer utilization file to include roles, training and hours volunteered shall be maintained. 6. DELIVERABLES, REPORTING, AND SCHEDULE 6.1 Deliverables. Any deliverable defined in this SOW shall be submitted under official company letterhead signed by a designated company representative. The cover letter shall be addressed to the Director, Religious Ministries Directorate, unless otherwise directed. A copy shall be sent to the Contracting Officer at P&C. The cover letter shall include as a minimum, the title of the applicable deliverable, date performed, and the appropriate contract number or purchase order number to which the deliverable applies. 6.2 Reports will be prepared and delivered as follows: 6.2.1 Meet with the designated Senior Enlisted Advisor to the Director, RMD to ensure understanding and control of Chapel facilities, and standard operating procedures. 6.2.2 Provide a monthly report to RMD Deputy Director detailing scheduled activities, attendance, contact work, and volunteer involvement. 6.2.3 Provide an annual review of the program in June providing a summary of activity, participation, trends and progress during the preceding year. Include information and suggestions regarding future program direction. 6.2.4 Provide RMD Deputy Director with refined and updated financial projections on a quarterly basis. 7. KEY PERSONNEL REPLACEMENT AND SUBSTITUTION 8.1 In the event of a temporary absence of the Coordinator the contractor may provide a qualified substitute for a limited period of time as approved by the RMD Director. The Coordinator shall provide adequate coordination and at least 15 days notice as to the individual assuming Coordinator duties. The subcontractor must be able to perform all of the terms of the contract and meet all of the aforementioned requirements. The subcontractor will have no claims against the Government and may not submit invoices for payment directly to the Government. Terms for compensation of the subcontractor are a matter between the prime contractor and the subcontractor. 9. SUBCONTRACTOR(S) 9.1 Consultants and subcontractors, including but not limited to, universities and colleges may be used if beneficial to the Government. 10. PERIOD OF PERFORMANCE 10.1 The period of performance shall be a base period from 11/01/2007 through 10/31/2008 with one option period from 11/01/2008 through 10/31/2009. 11. PLACE OF PERFORMANCE/LOCATION OF WORK 11.1 The principle place of performance shall be MCAGCC, Twentynine Palms, CA. 11.2 Services rendered shall be provided in approved military chapel or other Government facilities, or in approved homes, schools and other places approved by the Director, RMD. 12. CONFIDENTIALITY 12.1 This project and all materials provided to the Contractor by the Government and results, conclusions and recommendations obtained thereof should be considered confidential in nature and treated with the same level of care that the Contractor treats its own confidential business information. The information shall not be disclosed, copied, modified, used (except in the completion of this project) or otherwise disseminated to any other person or entity at any time to include, but not limited to inclusion in any database external to the Government without the Government?s express consent. 12.2 The Coordinator shall exercise discretion regarding persons counseled or interviewed, and regarding any other information relating to individuals participating in the Youth Ministry Program. The Coordinator shall not relate or communicate sensitive information regarding such individuals, nor shall the Coordinator provide originals or copies of personal notes, checklists, or counseling records regarding such individuals to any other persons without express approval from the RMD Director, or other competent authority. 13. SECURITY/SECURITY CLEARANCES 13.1 A security clearance is not needed for this position. 14. SPECIAL REQUIREMENTS/INSTRUCTIONS/CONSIDERATIONS 14.1 No data provided to, or developed by, the Contractor shall be used for any purpose other than this delivery order. All information (data files and hard copy) becomes the property of the Government and the Contractor shall return them to the RMD at the completion of the task. 14.2 Government Furnished Property and Utilities. The Government will provide facilities, administrative support, and other materials necessary to implement the program, including but not limited to: 14.2.1 Facilities, office space and furniture for appropriate administrative, planning, and group activities. Use of office equipment to include overhead projector, television, VCR, use of copy machine, computer with network support and email account. All items are to be used in the performance of official duties only. 14.2.2 Storage facilities for storage of Government-provided, coordinator-managed teaching materials and supplies. 14.2.3 Supplies to include paper products for publicity, turn charts, markers, and refreshments for events. 14.2.4 Fellowship refreshments according to the base CRP. 14.2.5 On base and local telephone support for coordinating contract requirements. 14.2.6 Limited use of South West Region Fleet Transportation (SWRFT) vehicles for the transportation of youth for specified events on base. Requests will be made through the RMD chaplain's office. All requests are subject to approval of the RMD Director and dependent upon local/base regulations as well as availability of vehicles and authorized drivers. 14.2.7 Limited non-appropriated funds through the RMD Religious Offering Fund (ROF) in support of youth participating in specific activities. The RMD will make such funds available in accordance with the ROF instruction. 14.2.8 The Contractor may furnish materials other than that specified as furnished by the Government in section 13. 14.3 The Government shall not be responsible in any way for damage to the Contractor?s supplies, materials, equipment, or to personal property as a result of fire, theft, accident, natural disaster, or other events. 14.4 The Coordinator is considered an independent contractor, and not an agent of the Government. During the performance of these provisions, the Contractor will be liable and will hold harmless the Government against all actions or claims for damages to persons and property due to the fault, negligence, wrongful act, or wrongful omission of the Contractor or his agents. 14.5 The Coordinator shall maintain records of all youth activities to include number of persons attending the events and volunteers utilized. Permission slips and powers of attorney shall be required for all events conducted off the installation. 14.6 The RMD Director may require the Contractor to remove personnel working under the contract for reasons of misconduct, security violations, or suspicion of being under the influence of drugs, alcohol or any incapacitating agent. The Commanding General has the authority under 10 U.S.C. 1382 to bar individuals from the installation. Removal from the site or dismissal from the premises of Coordinator personnel will not relieve the Contractor of the requirement to perform services as required by this work statement. 14.7 In accordance with Dept. of Defense Instruction (DODI) 1402.5, each individual working with children under the age of 18 in conjunction with this contract must successfully complete a federally mandated criminal history background check (conducted through the Base Chapel) before hiring. Background checks will be done by the RMD for DOD personnel including the Youth Minister and adult volunteers at no cost to the Contractor. 14.8 The Coordinator shall implement procedures that insure the security of Government property and facilities. The Contractor shall be aware of local safety requirements, conduct risk assessments for all activities, and make all reasonable efforts to ensure the safety of individuals participating in the programs. 14.9 The Coordinator shall present a neat, well-groomed appearance during the performance of the contract appropriate to the conditions under which the services are provided. The Coordinator will be expected to maintain high moral and ethical standards consistent with the religious nature of the chapel youth ministry program. 14.10 The Coordinator shall perform all services within the guidelines of Navy-Marine Corps instructions and directives, and the RMD Standard Operation Procedure. 15. NON-PERSONAL SERVICE STATEMENT 16.1 Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the Contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the statement of work. Contractor employees will perform their duties independent of, and without the supervision of, any Government official. The tasks, duties, and responsibilities set forth in the contract may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work. 17. PERSONNEL QUALIFICATIONS 17.1 The Contractor shall be responsible for employing technically qualified personnel to perform the work specified in this statement of work. The Contractor shall maintain the personnel, organization, and administrative control necessary to ensure that the work delivered meets the contract specifications and requirements. The work history of each contractor employee must contain experience directly related to the task and functions he/she is intended to perform under this contract. The Government reserves the right, during the life of the resulting contract, to request work histories on any contractor employee for the purposes of verifying compliance with the above requirements; additionally, the Government reserves the right to review resumes of contractor personnel proposed to be assigned. Personnel assigned to, or utilized by, the contractor in performance of work shall be fully capable of performing the contemplated functions of the respective labor categories in an efficient, reliable, and professional manner. 17.2 Specific Personnel Qualifications Requirements. Personnel required to perform the services set forth within this Statement of Work shall meet the minimum qualifications for the respective labor categories identified herein. Personnel assigned to or utilized by the Contractor in the performance of this contract shall, as a minimum, be a United States Citizen, meet the experience, educational, or other background requirements set forth in the job description below and shall be fully capable of performing in an efficient, reliable, and professional manner. 17.2.1 The Youth Ministry Coordinator shall be endorsed by an endorsing agent recognized by the DOD. 17.2.3 The Coordinator shall have specific training in youth work with a minimum of two years experience in youth ministry. A baccalaureate degree with a major or minor in Biblical Studies, Religious Education, or similar is required. The Contractor shall maintain records of the Coordinator?s qualifications and provide periodic update training in appropriate subjects related to the contracted services. 17.2.4 The Coordinator needs to be successful in building relationships within a Christ-centered, safe, and pluralistic environment. To accomplish this, the Coordinator needs to be able to communicate with senior base chaplain, parents, volunteers, and teens; network with people in the Twentynine Palms community who are key resources including contacts at local public schools; and display organizational skills setting a foundation for a solid youth ministry through articulating long term vision and short term goals. 17.3 A resume shall be required in order to confirm the acceptability and availability of the Youth Coordinator in order to facilitate the start of performance immediately following contract award. 17.4 If the Contracting Officer questions the qualifications or competence of any person performing under this Statement of Work, the burden of proof to sustain that the person is qualified, as prescribed herein, shall be on the Contractor. 18. SUPPLEMENTARY AND/OR AGENCY SPECIFIC REGULATIONS 18.1 No supplementary or agency specific regulations are required.
