- Description
- The U.S. Department of Education intends to enter into a five years contract, with the option to negotiate and award a follow-up contract of up to five years without re-competition in accordance with PL 103-382, section 405(a)(2) to design and conduct the base-year study of the next Early Childhood Longitudinal Study, Kindergarten Class of 2010-2011 (ECLS-K:11). The purpose of the ECLS-K:11 is to identify and track the critical transitions experienced by America's young children as they progress through the elementary grades. This cohort will yield policy-relevant information by (1) providing current data on kindergartners and their progress through the elementary grades, (2) providing data relevant to emerging policy-related domains not measured fully in the prior datasets, and (3) allowing cross-cohort trend comparisons of educational experiences since the advent of new federal laws and policies. The ECLS-K:11 will collect data about the child, the child's school, classroom, teacher, and family. These data shall be collected directly from the child, the child's parents/guardians, teachers, and school administrators. The ECLS-K:11 will begin with a cohort of kindergartners (and their parents, teachers, and schools) in the fall of 2010 and re-contacted in spring 2011 when the sample is completing kindergarten, and annually thereafter in the spring of 2012, 2013, 2014, 2015, and 2016. The ECLS-K:11 will assess children's literacy/reading, mathematics, general knowledge/science, fine and gross motor skills, and measure their height and weight. All children in the ECLS-K:11 will be asked to complete an assessment of English language as was done in the ECLS-B. The methods of data collection will include computer assisted 2-stage adaptive testing, paper and pencil questionnaires, and computer assisted telephone and in-person interviews (CAI). The approximate date of release of the RFP is October 24, 2007 and the approximate date of closing is November 19, 2007. Contract award is tentatively scheduled to be announced in December 2007.
