- REQUEST FOR INFORMATION: This is a REQUEST FOR INFORMATION (RFI) sources sought synopsis AND NOT A REQUEST FOR PROPOSAL (RFP). There is no solicitation available at this time. This synopsis is for information and planning purposes only and does not in its issuance restrict the Government as to the ultimate acquisition approach. The Government will not reimburse any contractor for any cost associated with preparing or submitting a response to this request. The Government wishes to determine potential sources for the procurement of services to support the Interim Work Information Management System (IWIMS)/Automated Civil Engineer System (ACES) Program Office of Headquarters 754 Electronics System Group (754 ELSG) of the Air Force Materiel Command (AFMC) at Maxwell Air Force Base (MAFB)-Gunter Annex, Alabama. The Government is seeking information on sources capable of providing the operation, software maintenance, and enhancements of/to the IWIMS/ACES program. IWIMS/ACES provides the MAJCOM and Ba se Civil Engineer (BCE) with real time data input and output capabilities. The civil engineer uses this system to make day to day decisions required to effectively manage resources allocations through the work planning, scheduling, tracking, and execution required to support wartime and peacetime readiness, deployment, facility requirements/utilization and major construction. The IWIMS/ACES is a Family of Systems (FoS) consisting of four distinct physical configurations and architectures supporting the two main functional areas of ACES and IWIMS. The four different physical configurations making up the FoS are IWIMS, ACES, Aces Explosive Ordinance (EO), and ACES Fire Department (FD). Please review the attached Draft Performance Work Statement (PWS) and Instructions to Contractors for Teaming. Respondents may be single entities or teams from any combination of any Federal Department/Agency or a commercial firm (both referred to as the Firm). This Sources Sought Synopsi s Request for Information is in accordance with FAR 15.202 "Advisory M ulti-Step Process". A DRAFT Performance Work Statement is downloaded as Attachment 1; Instructions to Contractor Teams document is downloaded as Attachment 2. DATA SUBMISSION REQUIREMENTS: The information package should include the following items: 1. Qualification package. 2. Identify size/type of company (Large or Small; Disadvantaged/Woman- Owned/Veteran-Owned, etc), whether a U.S. or foreign-owned firm. The North American Industry Classification System (NAICS) code for this requirement is 541519. INSTRUCTIONS FOR SUBMITTAL OF QUALIFICATION PACKAGE: The Government requests firms that are interested in being a prime contractor for the full scope of effort (from developing and submitting architectures through design, development, test, fielding, implementation and sustainment), submit a statement of their qualifications which addresses the key features of IWIMS/ACES. Proprietary or restricted information should be marked as such and will be protected. Please forward your statement of qualifications by electronic mail to the Contracting Officer, Ms. Mary Peters at mary.peters@gunter.af.mil or Ms. Sharon Stallings at sharon.stallings@gunter.af.mil . Qualification packages shall be in font size 12, not to exceed twelve (12) one-sided pages and a two page executive summary. To ensure consideration, packages should be received by Close of Business (COB) on 31 October 2007. The Government cannot guarantee the consideration of qualification packages received after this time. Qualification packages, including the firm's spe cific capabilities, performance information and experience must address the focus areas described in the Instructions to Contractor Teams document. Qualification packages must also address at least two relevant contracts (with different organizations and/or business entities) and include an associated customer point of contact (POC) with office symbol and phone number. This information must be submitted in accordance with the following documents loaded, Draft Performance Work Statement and Instructions to Contractor Teams on the HERBB Website along with the posting of the RFI. Questions and Clarifications to the announcement will be posted on the HERBB Website. An Ombudsman has been appointed to address concerns from any interested firms during this phase of the acquisition. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government official. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman should be contacted only with issues or problems that have been brought previously to the attention of the Program Manager, and/or Contracting Officer and which could not be resolved satisfactorily at that level. Proprietary information should be clearly marked and will be safeguarded appropriately by the Government.
