- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This is a solicitation for Elmendorf AFB Sports Officials and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-17. Funds are not presently available for this contract. The Government?s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The associated North American Industrial Classification System (NAICS) code for this procurement is 713940 with a small business size standard of $6,5000,000. This acquisition is set aside for small businesses. Line Item 0001: Sports Officials per below Statement of Work STATEMENT OF WORK FOR SPORTS OFFICIALS INTRAMURAL, EXTRAMURAL & VARSITY 1. DESCRIPTION OF SERVICES 1.1. Provide qualified/certified officials for intramural, extramural and varsity games at Elmendorf AFB, AK. The following sports are included under this statement of work: a. Basketball b. Volleyball c. Softball d. Soccer e. Flag Football 2. DUTIES 2.1. Contractor shall provide instructions and review sessions of current status in a clinic prior to the start of each Intramural season. This clinic is to be scheduled and coordinated with the Intramural Sports Director. All officials shall be certified through a qualified certifying Association. 2.2. Basketball - Two (2) certified officials and one (1) scorekeeper shall be provided for each intramural game. Three (3) certified officials and one (1) scorekeeper shall be provided for each varsity game 2.3. Volleyball - Two (2) certified officials shall be provided for each intramural game. The floor official shall keep score. Two (2) certified officials and two (2) line judges will be used during the end of season playoff tournament 2.4. Softball - Two (2) certified officials shall be provided for each intramural game. 2.5. Soccer - The contractor shall provide, for each scheduled game, three (3) certified officials. 2.6. Flag Football - The contractor shall provide, for each scheduled game, four (4) certified officials. 2.7. Officials and scorekeeper shall be required to arrive 15 minutes prior to game time. 2.8. The contractor shall provide an invoice for payment to the Intramural Sports Director prior to the last day of the month to include: number of games, officials, and scorekeepers with the total amount due. 2.9. Officials shall not work more than three (3) intramural games or three (3) varsity games in one day. 3. CONDITIONS 3.1. The contractor shall be provided with a season schedule one week prior to the start of the first game. Changes to this schedule will be coordinated with the contractor by the Intramural Sports Director a minimum of 24 hours in advance of a schedule game. 3.2. The contractor will be notified of all game cancellation at or before 1400 hours (2:00 p.m.) on the day of the game to be canceled. Notification of cancellation games after 1400 hours shall entitle the contractor to a penalty payment of one game charge per count, per night. Contractor agrees to give 24 hours advance notification to the Intramural Sports Director if he/she is unable to have officials available on a game day. Failure to provide this notification may cause the Government to terminate this purchase order. 3.3. All games shall be officiated according to current National Collegiate Athletic Association (NCAA) rules as amended by the Elmendorf AFB Basketball by-laws. By-laws will be provided along with the first schedule to the contractor before the start of the season. 3.4. The Intramural Director will ensure that the game balls, score books, and score clocks are available for each game. The officials and scorekeeper shall sign the score books at the completion of each game. 3.5. When the Contractor is late 15 minutes for a scheduled game, the Government will cancel the game and will not be liable for payment. Recurring lateness may cause the Government to terminate this purchase order. 4. PROJECTED SCHEDULES 4.1. Game start times will be 1730 (5:30 PM) to 2130 (9:30 PM) and 1100 and 1200 for extramural basketball, Monday through Thursday. Friday will be used for make-up games due to 3rd Wing exercises, holidays, down days, and weather conditions 4.2. The intramural seasons will run as follows a. Basketball ? runs 15 Oct 07 through 14 Mar 08. There are an estimated 350 intramural games and 35 varsity games during the basketball season. b. Volleyball - runs from 11 Feb 08 through 15 May 08. There are an estimated 150 intramural games and 35 varsity games during the basketball season. c. Softball - runs 19 May 08 through 1 Aug 08. There are an estimated 650 intramural games. . d. Soccer - runs from 1 Jun 08 through 1 Aug 08. There are an estimated 100 intramural games. e. Flag Football - runs 4 Aug 08 ? 26 Sep 08. There are an estimated 110 intramural games. Performance shall begin no later than 15 Oct 2007.
