- This Pre-Solicitation notice is issued to advise industry that a solicitation will be forthcoming for services to support engineering, technical, logistical, sustainment and administrative requirements on Command, Control, Computer, and Communication, Intelligence, Surveillance & Reconnaissance (C4ISR) systems/equipment that include but are not limited to: Homeland Security, Navy Operations Center suites, Fleet Submarine Broadcast System, Automated Digital Network Systems, Navy EHF Communications Controller, Submarine HF Systems, Mini-DAMA, Digital Modular Radio and Naval Tactical Command Support Systems, Department of Defense (DOD), Public Key Infrastructure (PKI), Naval Aviation Systems Command Weapons Command & Control Systems, Operational Test Launch, Air Assault and Special Mission Vehicle, Navy Acquisition Security Database System, and SPAWAR C4I Distributed Common Ground System-Navy, Net Centric Enterprise Services, Fleet Global War on Terrorism Global Broadcast System and MILSATCOM critical integration, upgrade, and testing of shipboard and shore network and communications systems. The work performed under this contract will encompass analytical design; technical and engineering support services; installation/planning of designated C4ISR systems/equipment; Intranet/Extranet support services and training support. Performance locations include SPAWAR Systems Center Charleston facilities in Cherry Point, North Carolina and Charleston, South Carolina; the DCGS-N site in Washington, DC, a detachment site to Cherry Point, North Carolina; Portsmouth, Virginia; and Patuxent River, Maryland. An Indefinite-Delivery/Indefinite-Quantity, Cost-Plus-Incentive-Fee, Performance Based contract, with the option to issue Cost-Plus-Fixed-Fee and Firm-Fixed-Price task orders as appropriate is anticipated. The planned contract is estimated at $99 Million over a five year period (includes one base year and four one-year option periods). The NAICS is 541519, and the applicable size standard is $23.0M. Subject procurement is unrestricted, with award to be made via full and open competitive proposals. The anticipated award date is scheduled for April 2008. This is a follow-on requirement to Contract N65236-03-D-5852. The incumbent contractor is L-3 Communications Titan Corporation (formerly Titan Systems Corporation), Marlton, NJ. It is anticipated that the solicitation and any documents related to this procurement will be available over the Internet, on or about 30 October 2007, on the SPAWAR Business Opportunity Website, located at: https://e-commerce.spawar.navy.mil. It is responsibility of interested parties to independently monitor this site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and applicable documents. No paper distribution of these documents will be provided. All responsible sources may submit a proposal, which shall be considered by the agency in response to the solicitation.
