Description
This Pre-Solicitation Notice is issued to advise industry that a solicitation will be forthcoming for services for Mission Module/Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance And Reconnaissance (C4ISR) Product Production Support services to define, procure, fabricate, assemble, build, integrate, test, inspect, and deliver and integrated system, or other equipment, for installation ashore or aboard ship/tactical vehicle. This requirement will include the SPAWAR C4ISR Production Program for both strategic and tactical platforms. Programs to be supported include but are not limited to: ADNS, BGPHES, DMR, GCCS-M, ISNS, NAVMACS/SMS, NTCSS, SVDS, TMIP, CND-EFW, VIDS, CESAS-MEWSS, OA-9277, SFWR, COBLU, GBS, PMCOMM, MCHS, ASDS, GSK, TRDF, MLCS, Hunter, VIXS, JTWS, SCAS, TPCS, ASU, ASCS, INTERNET CAF?, and USMC Tactical Wireless. The work performed under this contract will encompass technical support to systems engineering, production integration, test, large-scale fabrication, and NDI procurement. An Indefinite Delivery, Indefinite Quantity, Cost-Plus- Incentive-Fee, Performance-Based contract, with the option to issue Cost-Plus- Fixed-Fee and Firm-Fixed-Price task orders as appropriate for continued critical support. The planned contract is estimated at $249 Million, over an eight year period (includes one base year, four one-year options, and provisions for three additional one-year award terms). This is a follow-on to contract N65236-03-D- 7845. The NAICS is 541330, and the applicable size standard is $25.0M. Subject procurement is unrestricted, with award to be made via full and open competitive proposals. The anticipated award date of the subject contract is scheduled for APR 2008. The solicitation and any documents related to this procurement will be available over the Internet, on or about 30 October 2007, at the SPAWAR Business Opportunity Website, located at the following address: http://E-Commerce.spawar.navy.mil. It is the offeror's responsibility to monitor this site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). No paper distribution of these documents will be provided. All responsible sources may submit a proposal, which shall be considered at that time.
