Description

The Internal Revenue Service (IRS) intends to negotiate a non-competitive contract with Colonial Parking, Inc., 1050 Thomas Jefferson St., NW, Ste 100, Washington, DC 20007, for rental of 13 parking spaces, for the period 10/01/2007 through 09/30/2008, at 500 N. Capital St., NW, Washington, DC 20036. This requirement is being made on a non-competitive basis for the following reasons: (1) immediate response time is critical to the law enforcement efforts and therefore, the walking distance from the officer's office to the officer's vehicle at the parking facility must be no more than five minutes; (2) each law enforcement Government-owned vehicle must have its own designated parking space where the officers can have access to the parking facility and designated parking space 24 hours per day, 7 days a week, at a moments notice to park or retrieve the vehicle; (3) the parking area where the government-owned vehicles will be park must not be in an open area; and (4) when parked, the vehicles must not be visible from the streets. Market research shows that the parking facility at 500 N. Capital St., NW, Washington, DC 20036 operated by Colonial Parking, Inc. is the only facility that can fulfill all of the criteria above.
