- DRAFT PERFORMANCE WORK STATEMENT (PWS) FOR NATIONAL PARK SERVICE HUMAN CAPITAL COMPETITION The draft PWS will be available at http://ideasec.nbc.gov on or about October 17, 2007. PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS OR FAX REQUESTS FOR THIS DRAFT SOLICITATION WILL NOT BE ACCEPTED. Description: Full and Open Competition. The National Park Service, Washington Contracting Office, is issuing a set of draft documents for public review as an A76 Standard Competition for Human Resource Services to be performed throughout the National Park Service. The services being competed are the commercial activities involved with Position Classification; Preparation of Employee Notices and Length-of-Service Awards; Personnel Actions and Payroll Data Processing; Benefits Management; and Records Management. The set of draft documents includes draft solicitation Sections B: Supplies or Services and Prices; C: Description and Specification; L: Instructions, Conditions, Notices to Offers; and M: Evaluation Factors for Award. This standard competition is a full and open competition. Questions, comments, and suggestions regarding the draft documents should be submitted to NPS_HRCS@nps.gov no later than 20 Nov 2007. The NAICS code is 561110. The Small Business Size Standard is $6.5 Million. The formal announcement of this standard competition was posted to Federal Business Opportunity website on 20 April 2007. It is anticipated that this procurement will be a Request for Proposals (RFP) and will be subject to the provisions of Federal Acquisition Regulations (FAR) Part 15, Contracting by Negotiation and the OMB Circulars. A pre-proposal meeting will be scheduled for all interested parties with the time and date to be announced in the final solicitation documents. Responses will be due approximately 45 days following issuance of the final solicitation. Search by referencing the solicitation number (above), Department of the Interior, National Park Service. Individual requests for DRAFT solicitation packages will NOT be accepted. In order to download a copy of the DRAFT solicitation, vendors will be asked to register their company with the electronic commerce website. Be prepared with your company's DUNS number, available from Dun and Bradstreet at 1-888-546-0024, and your Federal Tax Identification Number (TIN). All vendors should pre-register to save time, by logging onto the Central Contractor Registry (CCR) at the Internet site at www.ccr.gov. Firms must be registered at CCR in order to be considered for award. Available files to download will be in one, or a combination, of the following formats: HTML, Microsoft Word - 97, Microsoft Excel - 97, or Portable Document Format (PDF). Free downloads of "reader" software are available for the latest version of Adobe Acrobat Reader at http://www.adobe.com..
