- This is a pre-solicitation notice. The Federal Bureau of Prisons )BOP) anticipates awarding a firm fixed price contract to remove the existing front lobby entrance and construct a new lobby area with ballistic glazing. This project will be conducted at the Federal Detention Center in downtown Houston. The NAICS for this acquisition is 236220. The contract amount is not expected to exceed $100,000. Participation by small, small-disadvantaged, HUBZone small businesses, woman-owned small businesses, veteran owned small businesses, and service disabled veteran owned small businesses is encouraged. Faith-based and Community-based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. Firms will be evaluated and selected in accordance with the criteria set-forth in Federal Acquisition Regulation 36.602-1, Selection Criteria. The following factors shall be used to evaluate offers and are, with the exception of price, listed in descending order of importance: past performance, technical, price. The solicitation will be distributed solely through the General Services Administration?s Federal Business Opportunities website, www.fedbizopps.gov. Hard copies of the solicitation will not be available. The web site includes downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this web site. Interested parties are responsible for monitoring the web site to ensure they have most up-to-date information concerning this acquisition. This notice is not a request for proposals. This agency will consider all proposals submitted by responsible sources. The solicitation, which includes instructions for submitting a quote, will be available on or about July 20, 2007.
