- Description
- Notice of Intent The United States Department of Energy (DOE), Oak Ridge Office (ORO), plans to contract by other than full and open competition. ORO intends to negotiate an extension to the current contract (DE-AC05-94OR21965) with Qwest Communication Federal Services, Inc. for operation, maintenance, repair, and service of the Oak Ridge Federal ??? Integrated Communications Network (ORF-ICN). ORO plans to extend the operation, maintenance, repair, and service through March 31, 2008, with 6 one-month options to extend. A competitive solicitation for services to operate, maintain, repair, and service the ORF-ICN was issued by ORO on October 9, 2007. The use of other than full and open competition for the proposed action is authorized by 41 USC 253(c)(1). This section provides that full and open competition need not be obtained when the supplies or services required by the agency are available from only one responsible source, and no other type of services will satisfy agency requirements. Firms who want to challenge the sole-source must submit an interest letter that demonstrates their firm???s ability to provide an equivalent service and rationale as to why the firm should be considered as described above. All interested firms must respond by 2:00 PM (EST), October 23, 2007, to Susan Hiser, AD-424, U. S. Department of Energy, 200 Administration Road., Oak Ridge TN 37830. Email: hisersg@oro.doe.gov A determination by the Government not to compete this proposed contract extension is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No reimbursement for any costs connected with providing the capability information will be provided by DOE.
