Description
This announcement is a Market Survey. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP). Further, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. Title: Medium Intensity Approach Lighting Systems (MALSR) The Federal Aviation Administration (FAA) is seeking information on Small Disadvantaged 8 (a) or Service-disabled veteran-owned small businesses that have the capabilities to integrate and test various MALSR system components in advance of their installation in the field. The NACIS code is 541990 All Other Professional, Scientific and Technical Services, size standard $6.5 million. The intent of this Screening Information Request is to identify the above businesses who currently have the potential to purchase MALSR components from existing MALSR manufacturers and integrate the MALSR Main Control Cabinets, power transformer, Sequenced Flasher units consisting of five (5) Individual Control Cabinets (ICC) and Flasher Lamps in PAR-56 Lamp Holders, 18 threshold lamps mounted in PAR-56 lampholders and 45 steady burning lamps mounted in PAR-38 lampholders, and ancillary items in the company's facility in accordance with government furnished installation drawings and technical instruction books. Once these systems are operating properly, test the MALSR system using a company developed approach lighting system lamp load in accordance with government furnished production acceptance test (PAT) procedures. Create PAT test reports and package the components for shipment to the FAA Depot. The business shall have the requisite floor space, personnel, hand tools, and electronic test equipment to integrate, test, and ship at least two systems per month. The total number of MALSR systems to be integrated and tested is anticipated to be 60 to 80 over a 3 to 4 year period. The business would have to have the capability to handle accounts receivable and accounts payable to conduct the financial management of this effort. The business should have a requisite amount of the following personnel with experience in system integration and testing preferably on approach or airport lighting systems; ??? Program Manager/Configuration Manager ??? Electrical Engineer ??? Electronic Technician ??? Assembler ??? Solderer ??? Quality Assurance ??? Packing and Packaging Department The business shall furnish cables of various wire gauges and connectors along with coaxial cables. Test equipment shall include digital multimeters, digital oscilloscopes, current probes, and equipment for high potential dielectric testing. Hand tools shall include various sizes of wire crimping devices, solder stations, typical hand tools, and work benches. The business shall have the capability to provide 240/120 three-wire electrical service of 100 Amps to the MALSR system. All test equipment shall have current calibrations traceable to NIST. The business shall have in place a configuration management system in accordance with MIL-HDBK-61 for material and handling processes. Potential offerors must provide the technical documentation that describes how they will meet the requirements set forth above. Proprietary information/data may be submitted and will be handled according to FAA procedures. Only interested parties who can comply with and meet all requirements called out in this market survey should respond. Vendors must submit a traceability matrix to requirements outlined above that indicate how the requirements will be met. Individual company responses will not be disclosed to other vendors. All interested parties are advised that the FAA will NOT pay for any information or any administrative costs incurred that are associated with any response received from industry in response to the request for comments. Therefore, any costs associated with and submissions from an interested party will be solely at the interested party's expense. Failure to respond to this request will not result in exclusion from any future competition. Any information provided under this request for comments is for informational purposes only and will not be released to the public. Any proprietary information submitted must be adequately marked as proprietary and will be protected if appropriately marked. All responses (one response per company) are to be provided on company letterhead. No type font less than 12 point may be used. Responses must be received no later than 1:30 PM local time 07 November 2007.
