Description
The following RESPONSES are hereby submitted to ADDITONAL QUESTIONS regarding the Request for Information/Sources Sought W15P7T-08-R-ACS01 dated 10/10/2007 #1A QUESTION: To clarify the OPTEMPO hours provided for the aircraft listed in the sources sou ght, does the number of hours listed signify the anticipated flight hours of each aircraft per month or does it signify the anticipated number of support hours (maintenance, installation, testing, other) per aircraft per month? Is the number per month or p er year? #1A. RESPONSE: The Government anticipates that the aircraft mix and growth as follows in the Middle East: Currently in Theater: 2 C-12 Series Aircraft, 370 hours/month, 4440 hours/year  Each Aircraft (8880 total hours). 1  DHC-7 (ARL-M Configur ation), 300 hours/month, 3600 hours/year  Each Aircraft (3600 total hours). 3QFY08  Total Hours are Pro-Rated for 2 Quarters 1  DHC-7 (ARL-M Configuration), 300 hours/month, 1800 hours/year  Each Aircraft (1800 total hours). 3QFY09  Total Hours are P ro-Rated for 2 Quarters 4  C-12 Series Aircraft, 370 hours/month, 2220 hours/year  Each Aircraft (8880 total hours) Currently in Theater: 1  C12 Series Aircraft, 288 hours month, 3456 hours/year - Each Aircraft (3456 total hours) 3QFY08  Total Hours are Pro-Rated for 2 Quarters 1- C-12 Series Aircraft, 288 hours/month, 1728 hours/year  Each Aircraft (1728 total hours). The hours stated above are all inclusive of maintenance, testing and installation/system up-grades #2A. QUESTION: Per the sources sought, does aircraft maintenance mean all maintenance or just the electronic components specified in the sources sought i.e. AN/APR-39, M-130 ? It means all maintenance, please identify what is the contractor responsibility is for maintaining the 90% MC rate. #2A. RESPONSE: The contractor is expected to conduct or cause to be conducted all levels of maintenance on the entire system. The system includes the aircraft, all organic subsystems, installed sensor systems, Aircraft Survivability Equipment, test equipment and Ground Support Equipment. The contractor shall be required to maintain a system Mission Capable rate 90%. #3A. QUESTION: You state that the Government does not own or possess the intellectual property rights to b e software interfaces. Does the government expect the data packets to be made available to the awardee? #3A. RESPONSE: The Government does not own or have the rights to the intellectual property; therefore, technical data packages will not be provided to the awardee. #4A. QUESTION: Will the Government furnished equipment (GFE) include ground support equipment for all sites and test sets for all the different cites? #4A. RESPONSE: Yes, The Government will provide Ground Support Equipment and test equipment to the beddown sites. #5A. QUESTION: Will the Government provide spares for unique military support? #5A. RESPONSE: Yes, The Government will provide spares/replacements for unique military support items. #6. QUESTION: In the sources sought, the Government identifies 3 definite location plus ambiguous other locations CONUS and OCONUS. What specific mix of the 10 aircraft does the Government anticipate at the three identified sites and/or the CONUS/OCONUS sites? #6. RESPONSE: The Government concurs with the ambiguity of the statement. It is impossible to accurately forecast the actual aircraft/location mix because of the changing strategic and tactical environment in which the aircraft operating. Please see question/response #1A for the Governments best est imate of aircraft basing and locations. #7A. QUESTION: Is the subject SSO & RFI for support of only the mission equipment onboard the C-12 aircraft outlined in the release or support for the complete maintenance of the C-12 aircraft and its associated equi pment? #7A. RESPONSE: Please see question/response #2A. #8A. QUESTION: In response #1 you listed the anticipated OPTEMPO per aircraft by month and year. The last sentence states The hours stat ed above are inclusive of maintenance, testing, and installation/system upgrades. Aircraft scheduled maintenance and system failure information are based on flight hours/operating hours vice OPTEMPO hours. Can you please clarify the number of actual flight hours planned for each aircraft that the published OPTEMPO hours contain? #8A. RESPONSE: The aircraft that are currently in Theater are flying the average total hours identified as OPTEMPO in the solicitation. Thus the reason for providing an aggregate nu mber. #9A. QUESTION: Until 3QFY08, there will only be one (1) DHC-7 in Theater. Supporting a fleet of one at the stated OPTEMPO and maintaining a 90% MC rate IAW TM 738-751 is extremely difficult even with the most robust maintenance and spares capability. Can some consideration be given in this area until the second aircraft arrive? #9A. RESPONSE: This has not proven a problem. Temporary relief will be considered on a case-by-case basis, depending on the severity/complexity of the issue. #10A. QUESTION: We assume these will be Army owned aircraft, can you tell us which variant of current C-12 ISR platform the provided aircraft will be? #10A. RESPONSE: The aircraft are Army owned. Current fleet: 2  C12-C. 1  C12D, and 1  DHC-7 (MARSS-6). #11A. QUESTION: It is our understanding that the present Army C-12 ISR platforms have a limited Government owned spares pool. Will the service provider have access to these parts? #11A. RESPONSE: The service provider will have access to all Government owned spares and oth er property associate with MARSS CLS effort. A complete GFE/GRP list will be provided with RFP. #12A. QUESTION: Who is supporting the 4 aircraft currently in Theater? #12A. RESPONSE: Telford Aviation Supports the C-12 and DHC-7 (MARSS  6).
