- Description
- The Naval Research Laboratory (NRL) has a requirement for engineering and technical support for theoretical research, system research and development, computer modeling and simulation, and test and evaluation relating to the interactions of platforms, weapons, sensors, communication systems, and electronic warfare systems. Major task areas include 1) basic engineering design support to analyze technologies, techniques, experiments in communications, wireless networks, embedded computer systems, signals analysis, and autonomous vehicles. Expertise in breadboarding, prototyping, and printed circuit board design is required for this task. 2) hardware prototyping, including design of circuit boards and computer aided design to support small scale communication systems, radio frequency jamming systems, antennas, and munitions deployed systems 3) design, development and test of ship electronic warfare defensive concepts, including high fidelity missiles, on board and off board countermeasures, mission planning, mission rehearsal, and database support, 4) development of high fidelity simulations of platforms, weapons and electronic warfare systems, including assisting with software development 5) development, maintenance and support for websites and software for the above tasks, 6) conference planning and other administrative support for the above tasks and 7) technical documentation of the above programs by generating algorithms, techniques and software applications. This work will primarily be performed on site at the Naval Research Laboratory, Washington, D.C. Most personnel assigned to this effort must have Secret personnel clearances, and certain people will be required to have Top Secret ? SCI clearances. It is anticipated that only one award will result from this procurement, and that the award will cover all tasks of the Statement of Work. The incumbent contractor is SFA, Inc. 2200 Defense Highway, Suite 405, Crofton, Md. 21114-2929. The detailed Statement of Work will be included in the solicitation when issued. The period of performance for this effort will be a base year of twelve months plus four one year option periods. The anticipated level of effort is 10,750 hours for Year 1, 12,880 hours for Year 2, and16,960 hours for Years 3 through 5, or 74,510 total hours if all options are exercised. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided.
