Description
Small Business Sources Sought. This is a Sources Sought announcement only seeking Small Business responses in order to determine available, qualified Small Businesses participation on this acquisition. The Northern Region Contracting Center (NRCC) intends to procure services to support the Army Continuing Education Systems Credentialing Opportunities On-Line (COOL) initiative. Required services consist of accomplishing comparability analysis of military occupations and their related civilian occup ations, professional certifications and licensure, as well as maintenance of the COOL database and websites. The COOL initiative is currently supportive of the Army and Navy military occupations, but is envisioned to expand to all branches of the DoD, to include the U.S. Coast Guard. Comparability analysis requires familiarity with military occupations, review of military Programs of Instruction and thorough knowledge of civilian occupations, professional certifications and licensure. The analysis assess es whether military training and experience fulfills the education and experience requirements for civilian credentialing, as well as helps identify gaps or shortfalls in existing training to meet certification and licensing requirements, and identifies re sources to obtain them. The results of the analysis are maintained in a database and feed into static web pages that are populated for each military occupation according to branch of service. The websites are designed to provide Service members with read y access to information on how to fulfill the requirements for civilian credentials related to their military occupation, training and experience. Annual review of all content is required to ensure information is current and correct, and to ensure that a ll changes to both military and civilian programs are incorporated in the results. Maintenance of the stored data and the websites will be ongoing on a scheduled and as-needed basis. Marketing and advertising of the COOL program will be ongoing, and att endance at conferences is anticipated. A copy of the draft Performance Work Statement (PWS) is only available by e-mail request to michael.o.adams@us.army.mil. Interested small business vendors must review the draft PWS prior to submitting a capability statement in response to this Small Business Sources Sought and specifically address their capability to perform tasks relative to the PWS in their response. NRCC is contemplating a performance period of one-month phase-in, an eleven-month base period, an d four one-year option periods. For the purpose of Small Businesses, the North American Industry Classification System (NAICS) code is 519130, Internet Publishing and Broadcasting and Web Search Portals, with a size standard of 500 employees. Responses ( not more than 10 pages, single- sided or 5 pages double-sided, not less than 10 pitch 8 1/2  x 11) shall include the following information: 1) size of company (i.e. 8(a), HUBZone, WOSB, SB, VOSB, SDB, SDVOSP, or all others); 2) number of employees; 3) revenue for the past three (3) years; 5) documentation of relevant past performance or past experience on same/similar work dating back not more than three years. Documentation of technical expertise must be presented in sufficient detail for the Gover nment to determine if contactors have expertise and experience to compete for this acquisition. Responses exceeding 10 pages will be truncated and only the first ten pages will be considered.
