- This is not a Request for Proposal. The purpose of this request for information is to identify small companies with the resources and capabilities to support this requirement. This Sources Sought/Market Research shall not be construed as a Request f or Proposal. The Government does not intend to award a contract from the results of this Sources Sought Notice. The North Atlantic Industry Classification Code for this requirement is 541810 and the Small Business Size is $6.5M. Please identify yourself as a Small Business; Service-Disabled Veteran-Owned Small Business, Hub Zone Small Business. Small Disadvantaged Business, or Woman Owned Small Business concern. The Army Contracting Agency (ACA) Contracting Center of Excellence (CCE) on behalf of the Secretary of Defense, the Director, Federal Voting Assistance Program (FVAP), is conducting a market survey in accordance with the Federal Acquisition Regulation (F AR)10.001 to determine the extent of small business capabilities in performing the requirement for procuring services for a full-service marketing communications agency to develop a public service campaign strategy to include a theme message, target audien ce definition and recommended media placement; create and produce appropriate multimedia products supporting the strategy; disseminate these products to national media outlets and use best efforts to encourage their use as Public Service Announcements (PSA s); and monitor and periodically report on the results of the dissemination effort. All small businesses are invited at no cost to the Government, to provide technical information for a capability evaluation. The proposed period of performance will be for a base year of twelve months and four one-year option periods. Capability statemen ts should include the following: Describe your overall integrated branding, marketing, communications capabilities and resources. Indicate the number of staff you currently employ that are fully dedicated to each of the following marketing communications disciplines: account planning/rese arch, creative advertising, media planning, media buying, interactive advertising, web site design and maintenance, public relations, and direct marketing. Detail your creative and production experience with various media including but not limited to: television, radio (network/satellite), event advertising, outdoor advertising, internet, and print. Provide a review of your interactive and web capabilities and the tools/resources you employ for interactive advertising, search engine marketing and optimization, web design and usability testing, and review/evaluation of new interactive media. Describe your distribution network for the media described in questions two and three. Provide relevant examples of previous public service campaigns. Include in your examples: total budget, the distribution strategy, the number and type of media outlets, the total dollar value of donated media and creative. Describe your work experience for government and not-for-profit agencies. Provide examples of past clients/products/campaigns. Describe your ability to manage a national integrated marketing program. Provide a review of your public relations capabilities and the tools/resources you employ for public outreach and media relations. Provide a review of your pre-campaign research capabilities. Provide a review of your account planning (planning/research, creative advertising, media planning, media buying, interactive advertising, website design and maintenance, public relations and direct marketing) and strategic planning/market research capabil ities. Describe your quality control review process for public service campaigns. A draft copy of the Performance Work Statement is attached for interested small businesses. Individual responses to this request for information that may contain company proprietary information must be marked accordingly. The Government may revise its acquisition strategy and solicitation requirements based upon industry response. The Government shall not be liable for or suffer any consequential damages for any technical information identified (e.g. limited and/or restricted rights).
