- This is a combined synopsis/solicitation notice for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additioinal information included in this notice. This Solicitation is an RFQ and the solicitation number is W15QKN-07-T-8163. The US Army JM&L LCMC intends to award on a Sole Source basis to Philips Corp., the requirement for a Large CNC Turning Center. The Large CNC Turning Center shall be utilized to provide manufacturing support for the development of various 120mm, 155mm, SCAT Gun / Rail Gun projectile components, warheads, and various other metal parts in support of the ARDEC LOS/BLOS and NLOS research and development projects. The purchase of this equipment will provide the Government continuity with existing machinary that share common replacement parts, consumables, programming languages, and user interfaces. Statement of Work Background/Scope The Prototype Manufacturing Team (PMT) is enhancing their equipment and capabilities to provide manufacturing support for the development of various 120mm, 155, and larger projectile components, warheads, and various other metal parts in support of the ARDEC LOS/BLOS and NLOS research and development projects. This requires the purchase of a heavy duty, high power, CNC turning center. Applicable Documents N/A Requirements The contractor shall delivery a CNC Turning Center that possess the following characteristics: 1. Minimum Work Area 72" between centers 2. Minimum X Axis Travel 24" 3. Minimum Z Axis Travel 76" 4. Max Spindle Speed 1250 rpm or more 5. Minimum Rapid Feed 1,000 ipm 6. Minimum Cutting Feed 500 ipm 7. Maximum Workpiece Weight 1,500 lbs 8. Minimum Horsepower 45 Hp 9. Minimum Number of Tools in Turret 10 10. High pressure, through tool coolant 300 psi min. 11. Max cutting Tool Diameter 2.5" 12. Parts hoist (jib crane) 250 lb min cap. 13. Chip conveyor system 14. Hydraulic tailstock and steadyrest 15. Tooling Package (Boring Bar Holders, turning tool holders) Training Contractor shall supply two (2) people for one (1) day (8 hrs/day) at Picatinny Arsenal, to train Picatinny personnel in operation of the Turning Center. Documentation At least three (3) weeks prior to delivery, the contractor shall supply installation requirements to ARDEC (for site preparation purposes). Contractor shall furnish comprehensive operating manual with Turning Machine delivery. Warranty Contractor shall provide one (1) year warranty service with machine. Delivery Delivery to ARDECs Building 3150, Picatinny Arsenal, shall be included within the scope and pricing of this contract. The contractor shall notify ARDEC of machine delivery date no less than two (2) weeks prior to delivery. Contractor shall supply insured rigging company to unload machine, set in place, and rough level at its desitnation in Building 3150. Contractor shall be responsible for any damage to the coated concrete floor in B. 3150 during the installation. Contractor shall be responsible for unloading and placing machinery per ARDEC instructions. The vendor shall then perform final installation, startup, and break-in after the machine has been installed. The vender shall run test custs. Cuts shall verify correct operation of the machine. 52.252-2 CLAUSES INCORPORATED BY REFERENCE (FEB 1998) This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
