Description
A market survey is being conducted to determine if there are qualified contractors, including Section 8(a), HUBZone, and Service Disabled Veteran Owned Small Business contractors to provide all labor, equipment, supplies, and consultant services to d esign and construct an Armed Forces Reserve Center in area between Lewisburg, PA and Bloomsburg PA. Project will consist of design and construction of a 70,000 SF Armed Forces Reserve Center; a 9,000 SF Vehicle Maintenance Shop; a 2,800 SF of Unheated Sto rage; and 13,000 SY of Organizational Parking. Buildings will be of permanent construction with HVAC systems, plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general si te improvements, and extension of utilities to serve the project. Physical security measures will be incorporated into the design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Comprehensive building and furni shing related interior design services are required. Sustainable design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. This will be advertised as a design/build Request for Proposal and the successful offeror wil l be selected using a best value evaluation process. This project is planned for advertising in April, 2008. Contract duration is 680 days. The estimated cost range is between $10,000,000 and $25,000,000. 20% of the work is to be self-performed. All i nterested parties should notify this office in writing by mail or fax by 12:00 PM (Noon) on 1 November 2007 Louisville local time. Responses should include (1) Identification of the company as either Large Business, SBA HUBZone certified or SBA 8(a) certi fied or SDVOB, (2) Past Experience  describe completed projects that are similar in size and scope of the proposed project, the percentage of self-performed work, how the project was accomplished , and performance rating for the work, (3) Letter from bond ing agency indicating performance and payment bonds approval for the project in the dollar range listed above, and (4) a statement verifying the contractor will perform 20% of the work and how it will be accomplished.
