- The U.S. Army Corps of Engineers, Savannah District, Wilmington Contracting Office intends to award a firm fixed price contract on a sole source basis under the authority of FAR 13.501(a) to HSQ Technology, 26227 Research Place, Hayward, CA 94545-37 25 for upgrades to the Supervisory Control and Data Acquisition (SCADA) system currently installed at the John H. Kerr and Philpott Powerhouses. This procurement is being conducted under Simplified Acquisition Procedures and only one responsible source an d no other supplies or services will satisfy agency requirements. The operating system (MISER) is considered proprietary software designed by HSQ Technology for real-time SCADA and therefore no other company could provide the upgrade. Special application programs and reports were written to operate under this software for individual needs of process monitoring, power generation, and pumping controls. Upgrades will include the installation and upgrading of proprietary hardware and software owned by HSQ Te chnology. This action will be procured in accordance with FAR Part 12, Acquisition of Commercial Items and awarded under FAR Part 13, Simplified Acquisition Procedures. No RFQ will be issued based on this notice. Although quotes will not be accepted, an y information received will be considered SOLELY for the purpose of determining whether to conduct a competitive procurement in the future. Oral communications are not acceptable in response to this notice. A determination by the Government not to open t he requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information received. The NAICS code is 334513 with a Size Standard of 500 employees.
