Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501) with Modular Devices Inc (MDI) 503 W. Carmel Drive Carmel, IN 46032 as the only responsible source that can provide a Mobile Filmless Cardiac Cath Lab for use at Guantanamo Bay, Cuba. The MDI unit (a Philips Poly Diagnostic Cardiac Catheterization Unit in a wheeled trailer) is currently being leased and is already located on Guantanamo Bay, Cuba due to a prior urgent and compelling requirement. No other vendor's unit would be readily available to meet the requirements of the Government without interrupting current operations. In addition, the Government would incur a substantial duplication of costs as follows: revise the footprint already established for the MDI unit, require leasing for at least 1 additional month for the MDI unit, as well as incur additional costs to ship the MDI unit back from Cuba and the cost to ship a different unit to Cuba. This acquisition is being conducted under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996(FAR 13.5) There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS 621512) with a Small Business Size Standard of $12.5 million. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by 10/29/07 will be considered by the Government. Any capability statements should include a description of the unit being proposed, age of the unit, life cycle of the unit, life cycle remaining for the unit (assuming 1,060 cases represents a life cycle year) and provide a preventive maintenance history for the unit. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
