- NAICS Code: 541380 Amendment 2 to RFQ-PA-07-00012. This message is the amended RFQ. EPA Region III has a requirement for benthic analyses on samples provided by EPA. EPA collected each sample using a Young modified Van Veen Benthic grab 440 cm2. Samples will have been field washed by EPA in a 0.583 sieve bucket and preserved in 10 percent buffered formalin using rose bengal stain. Each of the samples received by the awardee will have been collected by EPA from approximately 10-20 nautical miles east of the Chesapeake Bay mouth w/ salinities of approximately 20 to 30 ppt. Analytical procedures and QA will follow Std Methods Part 10500 Biological Examination Benthic Macroinvertebrates. Each sample will be entirely analyzed (incl identification and enumeration of all benthic infauna to species level). Results of the species analyses shall be subjected to all of the following: # of taxa, # of individuals, Shannon Weiner species diversity, cluster analysis, species richness, evenness, percent similarity, and Simpson's dominance index. No chain of custody is required for these samples. The COR in Phila PA shall receive a copy of the awardee's QA/QC Plan within 14 days after award. Up to 60 samples will be received by the awardee within 30 days of award. Lab shall accept samples M-Sa. The COR in Phila PA shall receive a hardcopy data report and an electronic Excel spreadsheet data report within 90 days of receipt of the last sample from the first group of up to 60 samples. Upon completion of the analysis of the first set of samples, the awardee may dispose of the samples/sample containers at no addl cost to the Govt. Up to another 60 samples may be received by the awardee between May 1 2008 and Sep 30 2008. Lab shall accept samples M-Sa. The COR in Phila PA shall receive a hardcopy data report and an electronic Excel spreadsheet data report within 90 days of receipt of the last sample, if any, from the second group of samples. Upon completion of the analysis of the second set of samples, if any, the awardee may dispose of the samples/sample containers at no addl cost to the Govt. Schedule: Stds Methods Part 10500 Biological Examination Benthic Macroinvertebrates: $----------per sample x nte 120 samples = $-------- The same firm fixed unit price shall apply from a guaranteed minimum of 40 samples total for both sample groups thru an estimated 100 samples total for both sample groups up to a max of 120 samples total for both groups of samples. The cost of QC samples must be incorporated into the unit price for each sample. Analyses (incl prep methods and any special instructions) must be performed as quoted and at the quoted location(s). This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items and utilizing FAR Part 13 Simplified Acquisition procedures. The evaluation will consider Past Performance more important than Price. Quoters shall submit a list, including points of contacts for each, of all contracts and subcontracts for analyzing marine Atlantic Benthics with at least 20 samples, which have been either completed or are in process, and performed or awarded within the last three years. The Govt intends to make one award. All questions must be received at the Contracting Office by 3pm ET on Th 10/25/07. The hour and dates specified for receipt of quotes at the Contracting Office is extended to 3pm ET on 11/1/07. Quoters must acknowledge receipt of this amendment prior to the hour and date as specified or as amended by one of the following methods: a) By acknowledging receipt of this amendment on the quote submitted or b) By separate letter or E-mail which includes a reference to the RFQ and amendment #s. Failure of your acknowledgment to be received at the place designated for receipt of quotes prior to the hour and date specified may result in rejection of your quote. If by virtue of this amendment you desire to change a quote already submitted, such change may be made provided each letter or E-mail makes reference to this RFQ and this amendment, and is received prior to the opening date and hour specified. The acquisition is 100% reserved for Small Business NAICS 541380 Sizestd $11million. By submission of a quote, the quoter acknowledges the requirement that a prospective awardee shall be registered in the Central Contractor Registration database prior to award, during performance and thru final payment of any order resulting from this RFQ. If the quoter does not become registered in the CCR database in the time prescribed by the Contracting Officer, the CO will proceed to award to the next otherwise successful registered quoter. Quoters may obtain info on registration and annual confirmation requirements at http://www.ccr.gov/ Except as provided herein, all terms and conditions of the RFQ, as heretofore changed, remain unchanged and in full force and effect.
