- This notice is issued as a Pre Solicitation Synopsis as well as a DRAFT Request for Proposal (RFP). The solicitation /reference number for this effort is N00421-07-R-0004. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. NAVAIR has a requirement to provide services and products to support the NAVAIR Navy ERP Business Office Center of Excellence, primarily at Patuxent River, Maryland. Services and/or products include NAVAIR Process Owner coordination, Business and functional ERP process management, deficiency identification, data management and reporting, user and role management coordination, NAVAIR unique system training coordination, representation to Navy ERP of NAVAIR concerns and requirements, liaison support to the Navy ERP program office, and strategic recommendations to NAVAIR leadership concerning use of the Navy ERP tool. This procurement is a 100% set aside for Small Business Concerns. The NAICS code is 541511 with a small business size standard of $23M. This requirement will be a hybrid contract with cost plus fixed fee and firm fixed price CLINs. The period of performance will be for a base period of one (1) year with four (4) one year options, and is anticipated to begin 1 December 2007 and end (if all options are exercised) 30 November 2012. This requirement will utilize a performance based work statement. An anticipated order of magnitude of 76,800 man-hours of support is estimated to be needed over the life of the contract. The Government requests that offerors submit questions/comments in responses to the DRAFT RFP before 29 May 2007. All questions/comments shall be sent electronically to the contract specialist identified above. All answers will be posted as an amendment in FedBizOpps and to the NAVAIR Home Page. The formal RFP is expected to be released in late June 2007. When available the formal RFP will be accessed through the NAVAIR Homepage. Interested offerors should notify the contract specialist at yarinee.tafur@navy.mil by email and they will be notified when the solicitation is posted on the NAVAIR Homepage. This synopsis will also appear on the NAVAIR Home Page with all the intended attachments.
