Description
The U.S. Army Corps of Engineers, Kansas City District, intends to issue a solicitation for Commercial service for Janitorial service for various US Recruiting Stations. This solicitation W912DQ-07-T-0115 will be issues as a Request for Proposals (RF Q) which will result in the awards of up to three (3) firm fixed price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) commercial services contracts. The general scope of work includes, but is not limited to, providing all supervision, personnel, equi pment, tools, mat erials, transportation and other items necessary to perform janitorial services. Janitorial service applied to all designated spaces, including but not limited to, halls, restrooms, offices, work areas, entranceway, lobbies, common areas , test room areas and storage room areas. The approximate base performance period of 01 December 2007 through 30 September 2008 plus four (4) one year option periods. The North American Industry Classification System (NAICS) Code for this project is 561720 , with a size sta ndard of $15 Million. For the purposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed the size standard stated above. Numbered note 1 applies, the propo sed contract is 100% set aside for small business concerns. The solicitation will be available on or about 19 October and Quotes will be due on or about 12 November 2007 4:00 pm. The solicitation, including any amendments, shall establ ish the official opening and closing dates and times.All vendors must register in the Central Contractor Registration (CCR) in order to ac cess solicitations or receive a government contract award. To complete the registration, go to the CCR website at htt p://www.ccr.gov . Vendors can download the CCR Handbook to use as a guide for completing their registration. There is a new Federal initiative called Online Representations and Certifications Application (ORCA). ORC A is a web-based system that centralizes and standardizes the collection, storage, and viewing of many of the representations and certificati ons required by the Federal Acquisition Regulations and previously found in Section 00600 of construction solicita tions. According to FAR case 2002-024, vendors are required to use ORCA beginning 01 January 2005. To be eligible for contract award and prior to bidding, a firm must be registered in the database.
